Description
PRESOLICITATION NOTICE: On or about July 15, 2011, the National Park Service intends to release Solicitation Number P11PS51303 for a single firm-fixed price contract to perform conservation treatment of twelve (12) monument/memorials along the 16 mile tour road within Vicksburg National Military Park (in Warren County, MS). DESCRIPTION: The scope of work requires the conservator to furnish all supervision, labor, equipment, fuel, transportation, materials, management, and tools necessary to complete the work. The principal work of this project consists of stone and bronze cleaning and waxing of Minnesota Monument, Illinois Monument, Wisconsin Monument, African American Monument, Kansas State Memorial, Massachusetts Monument, Pennsylvania Monument, U.S. Grant Monument, Missouri Monument, Arkansas Memorial, Mississippi State Monument and the Stephen D. Lee Monument. Treatment shall include all aspects of the monument, but not limited to, outdoor sculptures, bronze busts, relief portraits and bronze tablets. Based upon availability of funds at time of award, the conservator may also be required to reproduce, cast and reattach missing components on bronze sculptures. To accomplish this work, errection, maintenance and removal of scaffolding, and operation of a boom lift, etc. will be required. Work hours for the project will be from 7:00 AM to 3:30 PM Monday through Friday, excluding Federal Holidays. Period of performance is 210 calendar days, inclusive of a 90 day shut-down during inclement Winter season. Anticipated award date is August 30, 2011, but actual project start-up date will be mutually agreed upon by the conservator and NPS to allow for completion no later than July 1, 2012. SET-ASIDE: This procurement is a 100% Small Business Set-Aside and competition is reserved exclusively for small business concerns. The North American Industry Classification System (NAICS) code: 712120 Historical Sites and the applicable small business size standard: ($7.0) million dollars in annual receipts. MINIMUM QUALIFICATIONS: To be considered for award, a prospective contractor shall be required to submit documentation to NPS which demonstrates that the conservators and/or project managers assigned to this project possess the means, knowledge and skill to perform the work satisfactory. The SPECIAL STANDARDS shall be set forth in the solicitation and shall apply to all offerors. Furthermore, a prospective contractor must also affirmatively demonstrate its responsibility, including, when necessary, the responsibility of its proposed subcontractors. Any small business unable to comply with the limitations on subcontracting at FAR 52.219-14 will be deemed nonresponsible. CONTRACTING METHODS AND CONTRACT TYPES: This acquisition will be conducted pursuant to FAR Part 12Acquisition of Commercial Items in conjunction with the policies and procedures for solicitation, evaluation and award prescribed in Part 13, Simplified Acquisition Procedures and the policy and procedures prescribed in FAR Part 37Service Contracts involving routine recurring maintenance of real property. Quotations or offers shall be evaluated on the basis established in the solicitation. All quotations or offers from eligible sources and timely received shall be considered. A best value contract award will be made based upon comparative evaluations of quotations or offers considering price and other factors (e.g. past performance and technical qualifications). So that the Government may obtain the most services within the available funding at time of award, the NPS reserves the right to award All, Some or None of the contract line items. AVAILABILITY OF THE SOLICITATION: The complete solicitation package will be made available electronically at FedBizOpps website http://www.fbo.gov and Interior Department Electronic Acquisition System (IDEAS) Electronic Commerce (EC) web site http://ideasec.nbc.gov. HARD COPIES OF THE SOLICITATION WILL NOT BE ISSUED. Search for business opportunities by Solicitation number. Click the appropriate links to acces the bid documents. From the IDEAS-EC solicitation screen, click the "printer friendly form" link to view/print the Standard Form 1449. To view/print the general conditions click the "clauses and attachments" link in the small rectangle blue box. Electronic bids will be accepted on or before the closing date of August 15, 2011. A DUNS and MPIN will be required to login the IDEAS-EC system in order to submit an e-Quote. EXAMINATION OF SITE CONDITIONS: Prospective offerors are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance. SEE SECTION L OF THE SOLICITATION FOR DETAILS. In no event shall failure to inspect the site constitute grounds for a claim after contract award. Upon review of the solicitation documents, any prospective bidder desiring an explanation or interpretation of the solicitation, drawings, specifications, wage determination, etc., must request in writing soon enough to allow a reply to reach all prospective bidders before the submission of bids. Oral explanations or instructions given before the award of a contract will not be binding. Any information given a prospective bidder concerning a solicitation will be furnished promptly to all other prospective bidders as an amendment to the solicitation, if that information is necessary in submitting bids or if the lack of it would be prejudicial to other prospective bidders.
