Description
The Fleet and Industrial Supply Center (FISC) Norfolk, Contracting Department, Philadelphia Office, intends to procure training and mediation services to support the overall educational and operational requirements of the Department of the Navy (DON) alternative dispute Resolution Office, Office of the General Counsel (OGC), Washington, DC. The required services include, but are not limited to, the following functions: provide training to DON employees on basic and advanced mediation skills as part of the DON Certified Mediator Program; provide training in various dispute resolution processes; provide mediation services to augment the existing cadre of DON Certified Mediators; and provide mediator mentoring services. This solicitation is anticipated to result in award of an indefinite delivery, indefinite quantity (IDIQ) contract. The resultant contract will allow for FFP task orders. The request for quotes (RFQ) shall require the submission of a technical quote as well as a price quote. It is anticipated that this requirement will be procured pursuant to FAR Subpart 13.5-Test Procedures for Certain Commercial Items. The resultant contract shall consist of a 12-month base period and three, 12-month option periods. The basic performance period under the resultant contact is expected to begin 01 July 2012. This will be a performance-based contract, and specific performance metrics will be provided at the task order level. The Government intends to award a single IDIQ contact to the eligible, responsible offeror whose offer represents the best value, considering price and technical factors. The specific evaluation criteria will be outlined in the solicitation. When available, the FRQ will be posted at the Navy Electronic Commerce Online (NECO) Web site, www.neco.navy.mil. The solicitation will indicate the closing date. This requirement is set aside 100% for small business concerns who qualify under NAICS code 611430 with a size standard of $7.0 million
