Description
The work consists of a base contract with one option for the Dover Dam Safety Assurance Phase II Project, Dover, OH. The base contract consists of the installation and prestressing of twenty-one (21) multistrand anchors, construction of a drilled shaft founded cast-in-place parapet wall on the right abutment, construction of a sidewalk and new parking lot on the right abutment, precasting and installation of precast concrete parapet wall panels on the right abutment, precasting of precast concrete parapet wall panels for the left abutment, construction of spillway training wall extension on the right and left abutments, installation and prestressing of sixty (60) bar anchors in the stilling basin, installation of stone slope protection on the right bank downstream of the dam, removal of an existing steel access platform across the stilling basin and performing site work to return the site to preconstruction condition. Nine (9) multistrand anchors shall be installed within holes drilled at an inclination of 15 degrees upstream in the nonoverflow monoliths, twelve (12) multistrand anchors shall be installed within holes drilled at an inclination of 30 degrees upstream in the spillway and nonoverflow monoliths. The work also consists of one option for constructing an access road on the left bank downstream of the dam, installation of precast concrete parapet wall panels fabricated in the Base Contract on the left abutment, construction of a cast-in-place concrete parapet wall on the left abutment, construction of a stoplog closure on the left abutment and the installation of stone slope protection on the left bank downstream of the dam. This work is further detailed in the technical specifications and the contract drawings. Additional information, including as-built drawings, foundation reports, recent boring logs, and bedrock cores are available for inspection upon request. The cost range of this project is between $10,000,000 and $25,000,000. Delivery shall be completed within 1088 calendar days after date of receipt of notice to proceed. The date for a site-visit and pre-proposal conference will be provided in the solicitation. Funds are not presently available for this acquisition. No contract award will be made until all required funds are made available. The contract will be awarded to the offeror whose proposal conforms to the solicitation and is within a technical/price competitive range as determined by the Contracting Officer and has been evaluated as most advantageous to the Government, all factors considered. All responsive proposals will be evaluated utilizing the following key factors and related sub-factors which are listed in descending order of importance: (1) Planned Technical Execution of Key Work Elements with sub-factors: A. Drilling Techniques, B. Anchor Installation, C. Site Use and Access, D. Cast in Place Concrete and E. Contractor and Proposed Subcontractor Experience, (2) Past Performance, (3) Project Management, Quality Control, Key Personnel and Schedule, with sub-factors: A. Management of Construction Process and B. On-site Safety Program including Key Safety Personnel; and (4) Small Business Participation Plan. Contract type will be a Firm Fixed Price construction contract and will be competitively negotiated. This announcement is unrestricted and open to all businesses regardless of size. If a large business is selected for this contract, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on that part of work it intends to subcontract. The plan is not required with this submittal. A Quality Control Plan will also be required prior to commencement of any work.
