This is a Sources Sought Notice and is for informational purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS. The U.S. Army Corps of Engineers, Baltimore District, Fort Belvoir IPO requests capability statements from 8(a) certified Contractors, Service Disabled Veteran Owned Businesses (SDVOB), Women-Owned Small Business (WOSB), Economically Disadvantaged Women-Owned Small Business (EDWOSB), and HUBZone Contractors, concerning the potential construction of a remote screening facility, truck inspection lanes and K-9 kennels adjacent to the 9/11 Memorial at the Pentagon, Arlington VA and as described below. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. Announcement of this project in Fed Biz Ops is anticipated in mid July for interested Offerors to submit their proposals. The NAICS code is 236220 Commercial and Institutional Building Construction. Project Description: In support of the Pentagon Sentry Program, the U.S. Army Corps of Engineers, Baltimore District, seeks qualified Contractors to construct a permanent screening facility complete with Heating Ventilation and Air Conditioning (HVAC), plumbing, electrical, telecommunication/internet, fire protection and detection system, dedicated restroom and mudroom with interior and exterior access, a kennel for six (6) K-9s, three (3) access lanes that are to be covered by a large span canopy, six (6) vehicle parking spaces, and associated site utilities, exterior lighting, sidewalks and landscaping. Both the screening facility and canopy will provide acoustical and visual screening from the Pentagon Memorial. The Contractor shall conduct all construction in compliance with the existing Pentagon access and security requirements, standard operating procedures and the Department of the Army Access Control Point criteria, pertinent Unified Federal Codes, and applicable industry criteria. The Baltimore District Corps plans to award a construction contract to the Offeror using Best Value Trade-Off Analysis based on evaluation of Offeror cost and technical proposals and established evaluation factors identified in the contract solicitation. The construction contract will be awarded in September 2011 with anticipated construction completion in 2013. The total contract value for each access control point contract is currently estimated at $1M - $5M. Interested 8(a) certified firms, SDVOBs, WOSB, EDWOSB and HUBZone certified firms should submit a narrative demonstrating their qualifications to perform work as described above. Responses to this sources sought should include the following information: Summary of qualifications and details of similar work experience to include dates of performance and references with contact information. Comments will be shared with the Government project team, but otherwise will be held in strict confidence. Comments may be in a format as chosen by each Offeror, but must include the Offerors' name, phone number, and email address.
