Call 1-888-227-2423 or visit the Internet at http://www.ccr.gov for more information. FISC San Diego is announcing its intent to issue a Request for Quote (RFQ) for USS PELELIU LHA-5. This announcement is published as a Total Small Business Small Business Set-Aside action per FAR 52.219-1 and 52.219-6; (this means you must be a small business, quoting the product of a small-business manufacturer). This procurement is restricted; all responsible sources may submit an offer. This is a synopsis for commercial supplies/services prepared in accordance with FAR 13 and the format in FAR subpart 12.6, as supplemented with additional information included in this notice. A separate written solicitation will be issued upon request. Solicitation number RFQ N00244-11-T-0312 applies; an electronic copy of the RFQ can be accessed at http://www.neco.navy.mil. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-15 and Defense acquisition Circular 91-13. The standard industrial code is 7320 All supplies/services are to be delivered: FOB Dest to USS PELELIU 32nd Street San Diego CA 92136. Acceptance shall be made at destination. Agency needs the following : 0001 Repair Existing Cold Food Counter. Provide labor and material to inspect and repair existing cold food counter, port forward, no data plate available. Contractor shall recover refrigerant. Pressurize with N2 to determine location of leak. Repair leak. Replace sight glass and dryer. Re-pressurize to certify leak repair. Evacuate system. Place on one hour vacuum drop test. Remove doors, remove interior panel on doors. Replace latch fasteners. Install new gaskets, reassemble and install doors. Replace thermostat. Charge unit with refrigerant. Perform start up and operational testing. Verify LP Switch settings. Adjust thermostat as required. 0002 Repair Existing Cold Food Counter. Provide labor and material to inspect and repair existing cold food counter, port aft, no data plate available. Condensing unit has been removed. Refrigerant circuit has been exposed to atmosphere for undetermined amount of time. Contractor shall replace evaporator, cold well TXV and EPR, install new condensing unit. Replace gaskets. Evacuate system, place on vacuum drop test. Charge system with refrigerant and perform start up. Verify LP Switch settings. Adjust thermostat as required. 0003 Repair Cospolich Under Counter Refrigerator. Provide labor and material to inspect and repair existing Cospolich under counter refrigerator model UCR10-2M-SN-MLR. Unit evaporator is frozen, unit is low on refrigerant. Door gaskets are torn. Latches are sticking and don't operate properly. Cabinet thermometer is defective. Contractor shall recover refrigerant. Pressurize with nitrogen. Determine location of leak. Repair leak. Re-pressurize with nitrogen to verify repair. Evacuate the system. Perform vacuum drop test. Clean condensing unit coils. Replace door gaskets and cabinet thermometer. Charge with refrigerant and start up. Verify LP Switch settings. Adjust thermostat as required. Allow sufficient time of operation and verify and adjust as required the cabinet thermometer. NOTE: If leak is found in the evaporator a separate quote will be provided for a replacement. 0004 Cospolich Under Counter Refrigerator. Provide labor and material to rewire existing Cospolich under counter refrigerator model UCR20-2M-SN-MLR, serial 6445-10, aft starboard. This unit is not wired correctly. Install a junction box in C/U section and re-wire unit. Perform start up and operational testing. Perform full assessment. Additional discrepancies may be found once unit is operational. 0005 Repair Cospolich Under Counter Freezer. Provide labor and material to inspect and repair existing Cospolich under counter freezer model UCF10-2M-SNM-MLR, serial 0503-03, R404A Evaporator was frozen solid. Defrost timer is not working. Fins on evaporator are damaged. Recommend replacing the evaporator. Door gasket is damaged and the latch binds and needs to be replaced. Contractor shall recover refrigerant. Disconnect liquid and suction lines to evaporator and remove. Provide and install new evaporator. Replace dryer. Pressure test circuit with N2. Evacuate system and perform vacuum drop test. Replace gasket, latch and strike assembly. Adjust for proper seal. Charge system with refrigerant. Perform start up and operational testing. Verify LP Switch settings. Adjust thermostat as required. CPO GALLEY 0006 Install Cospolich Modular Refrigerator/Freezer. Provide labor and material to disassemble and remove existing unit and install new Cospolich model R20F20-2M-SNM-MLR. Contractor shall recover refrigerant from both sides. Disconnect electrical from unit, bag and tag cable ends. Unbolt unit from existing frame. Cut up to make hatchable. Move to hanger bay and stage on pallets for Ships Force to process through DRMO. S/F to provide pallets. Provide and install Cospolich R20F20-2M-SNM-MLR. S/F to move new unit to hanger bay. Uncrate and inspect new unit. Set up new unit in hanger bay, provide temporary power and run unit 24 hours prior to disassemble in accordance with the manufactures install and warranty procedure. Upon completion of 24 hour operational test, remove temporary power and disassemble new unit. Move to install site, reassemble and seal new unit. Set on existing frame and bolt. Connect electrical. Clear tag out and perform start up and operational testing. Verify LP Switch settings, adjust thermostats as required. 0007 Repair Cospolich Upright Refrigerator. Provide labor and material to inspect and repair existing Cospolich upright refrigerator model R50-2M-SN-MLR. Unit is working properly however, evaporator drain is clogged and the condensing unit coil needs cleaned. Contractor shall blow down evaporator drain with nitrogen to free obstruction. Clean coil on condensing unit. 0008 Repair Cospolich Under Counter Freezer. Provide labor and material to inspect and repair existing Cospolich under counter freezer model UCF20-2M-SN-MLR, serial 0463-04. Control panel is disconnected and lying loose in C/U compartment. Condenser coils are severely damaged. Compressor shows signs severe overheating. Contractor shall recover refrigerant. Remove existing condensing unit. Remove remains of control panel. Provide and install new control panel and condensing unit. Replace dryer. Re-wire new control panel as required. Evacuate system. Perform vacuum drop test. Charge unit with refrigerant and perform start up and operational testing. Verify LP Switch settings and adjust thermostat as required. CPO MESS 0009 Repair Existing Cospolich Cold Food Counter. Provide labor and material to inspect and repair existing Cold Food Counter Cospolich Model: CFC6T-2M-SN-MLR Serial: 2300-07. Unit is low on refrigerant and the evaporator was frozen. Contractor shall recover refrigerant. Pressurize with N2 to determine location of leak. Repair leak. Re-pressurize to certify leak repair. Evacuate system. Place on one hour vacuum drop test. Charge unit with refrigerant and start up. Perform operational testing. Verify LP Switch settings and adjust thermostat as required. Note: If the leak is found in the evaporator a separate quote will be provided for a replacement. 0010 Repair MGR Refrigerator. Provide labor and material to inspect and repair existing MGR refrigerator model Er-15-1368. Compressor pulls LRA and will not start. As well the thermostat stem is defective and will not operate throughout its full range. Contractor shall recover refrigerant. Cut out condensing unit. Remove dryer. Braze in new condensing unit. Replace low pressure switch and thermostat. Braze in new dryer. Pressure test refrigerant system with nitrogen. Evacuate system, perform vacuum drop test. Charge system with refrigerant. Perform start up and operational testing. Adjust low pressure switch. Set thermostat for proper temperatures. WARDROOM GALLEY 0011 Repair Existing Cospolich Cold Food Counter. Provide labor and material to inspect and repair existing Cold Food Counter Cospolich Model: CFC4T-2M-SN-MLR Serial: 0460-04. STBD side serving line. Evaporator was frozen at time of inspection, unit is low on charge. Contractor shall recover refrigerant. Pressurize with N2 to determine location of leak. Repair leak. Re-pressurize to certify leak repair. Evacuate system. Place on one hour vacuum drop test. Charge unit with refrigerant and start up. Perform operational testing. Verify LP Switch settings and adjust thermostat as required. NOTE: If leak is found in the evaporator a separate quote will be provided for a replacement. 0012 Repair Existing Cospolich Cold Food Counter. Provide labor and material to inspect and repair existing Cold Food Counter Cospolich Model: CFC4T-2M-SN-MLR Serial: 0460-04, serial 0075-03. Port side serving line. Evaporator was frozen at time of inspection. Unit is low on charge. Door gaskets are in bad shape and need replaced. Relay is not working the cold switch is placed in the on position. Contractor shall recover refrigerant. Pressurize with N2 to determine location of leak. Repair leak. Re-pressurize to certify leak repair. Evacuate system. Place on one hour vacuum drop test. Replace the relay and door gaskets. Charge unit with refrigerant and start up. Perform operational testing. Verify LP Switch settings and adjust thermostat as required. NOTE: If leak is found in the evaporator a separate quote will be provided for a replacement. 0013 Repair Cospolich Under Counter Freezer. Provide labor and material to inspect and repair existing Cospolich under counter freezer model UCF20-2M-SN-MLR, serial 0462-04. Unit is low on refrigerant and not maintaining proper temperatures. Contractor shall recover refrigerant. Pressurize with N2 to determine location of leak. Repair leak. Re-pressurize to certify leak repair. Evacuate system. Place on one hour vacuum drop test. Replace the relay and door gaskets. Charge unit with refrigerant and start up. Perform operational testing. Verify LP Switch settings and adjust thermostat as required. 0014 Provide Holman Toaster. Provide (1) each Holman MDL: QCS2-500 conveyor bread/bun toaster w/ product entry opening 1 1/2"H x 10-5/16"W(2 slices), w/ attached load-up tray and reversible unload chute, variable speed, S/S conveyor belt, toasts up to 425 slices or bun halves/hr, 115/60/1, 1.7 kw, 14.3 amps, NEMA 5-15 Plug,1700 watts, DIM:14-1/2"W x 22-3/8"D x 15-5/8"H APL:43A020037. Ships force to install. 0015 Provide Bread Pan. Provide (1) each bread pan P# 04.05.211.00, marked for: Model TQ-300 Hatco Toast Qwik. CREW GALLEY 0016 Provide New Drain Piping. Provide labor and material to remove fabricate and install new drain manifold on port side galley serving line. Contractor shall disconnect existing plumbing remove and discard. Fabricate new drain manifold to include new quick throw ball valve for each hot well. Route plumbing to existing deck drain. Include pipe hangers as required. 0017 Provide New Drain Piping. Provide labor and material to remove fabricate and install new drain manifold on STBD side galley serving line. Contractor shall disconnect existing plumbing remove and discard. Fabricate new drain manifold to include new quick throw ball valve for each hot well. Route plumbing to existing deck drain. Include pipe hangers as required.
