Description
The Department of Veterans Affairs Medical Center, 1540 Spring Valley Drive, Huntington, West Virginia has a requirement for the following services: Provide all necessary architectural and engineering services required to prepare Schematic Design (SD) Development, Design Development (DD), Construction Documents (CD) and Bid Documents, for Project No. 581-12-101 "Renovate Former BRAC Property" located beside the Huntington, WV VAMC. Design period services shall include drawings, specifications, and cost estimate reflecting specific tasks identified therein, in addition to on-site meetings with professional and administrative staff, site investigative work and review of existing documents. AE staff and consultants shall be adequately knowledgeable of the various subordinate design disciplines, including but not limited to, IH, MEP, structural, fire protection, life safety, and other building/utility systems required. There are two structures next to the main entrance of the VA Medical Center and 150 paved parking spaces. Building 19 is a 3 high-bay, 3,733 gross square foot (GSF) maintenance garage and Building 20 is a 15,183 GSF main building that has a gymnasium and two floors (with no elevator), mainly exposed concrete block partitions between offices. There are no adequate existing blueprint drawings of the structures, making the investigative services portion of the contract very important in a successful design. The goal of the project is to increase the square footage to 22,000 GSF for administrative offices by demolishing 865 SF lobby area and constructing new 4,000 GSF space, adding 3,778 GSF to second floor gymnasium area, provide new elevators, new break room facilities to accommodate 150 persons. Contractor shall provide hazardous materials assessments and incorporate remedial action into construction documents, provide construction period industrial hygiene monitoring duties. Design documents shall include demolition, plumbing, electrical, mechanical, exterior finishes, new roofing, new windows, doors, interior signage, CCTV, security card access, sprinkler system and lightning protection. Design shall be accomplished such that construction will result in third party sustainability certification - either LEED Silver using US Green Building Council system or two Green Globes using Green Building Initiative System. The 100% complete design package is required no later than July 1, 2012. The construction cost range is between $5 and $10 million. The area of consideration is limited to a 500 mile radius of the VA Medical Center, Huntington, WV. The NAICS code is 541310 and the small business size standard is $4.5 million. This procurement is 100% set aside for Service Disabled Veteran Owned Small Business (SDVOSB). AE selection criteria will include: 1) Team proposed for the project; 2) Proposed management plan; 3) Previous experience of proposed team; 4) Location of AE firm; 5) Proposed design approach; 6) Project control; 7) Estimating effectiveness; 8) Sustainable design; 9) Miscellaneous experience and capabilities. This is not a request for proposal. Three copies of the SF 330 should be mailed to the Mr. Scott Achin, Administrative Contracting Officer (90), 1540 Spring Valley Drive, Huntington, WV 25704, no later than July 29, 2011.
