- Statement of Work Boiler Repair This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation number, Boiler Tube Repair 001 is being issued as a request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-52. (iv) The associated NAICS code is 283220 with a small business size standard of $14,000,000. This solicitation is a Total Small Business Set-Aside. (v) See Wage Determination. 2005-2017 Rev 15 (vi) The contractor shall provide all management, tools, supplies, materials, equipment and labor necessary to remove and replace all existing boiler firebox tubes for boiler number one, National Board Number 9238 located at Joint Base Elmendorf Richardson (JBER), Alaska. (vii) Period of Performance is to begin 12 Jul 11-31 Aug 11 (viii) Proposal bid structure: See Below CLIN 0001, Quantity 1 Lump Sum, Remove and replace all existing boiler firebox tubes for boiler number one, National Board Number 9238. All associated ancillary equipment is pressure vessel rated, requiring "R" stamp certification and National Board Inspector oversight located at Joint Base Elmendorf Richardson (JBER), Alaska. The contractor shall supply all personal protective equipment necessary to perform the contract during the Period of Performance. It is the responsibility of the contractor to determine type, size, and quantity of firebox tubes to be replaced (government estimate is 132 tubes). Certificate of repair (R1Report) of pressure test shall be provided to 773d CES Quality Assurance Personnel after re-tubing is complete. EVALUATION OF QUOTATIONS/OFFERS: Quotes/offers will be evaluated IAW FAR 52-212-2. Award will be made to the responsible offeror whose quote/offer represents the best value in terms of technical (experience in repairing like equipment), and price, which will be most advantageous to the government. Technical and price, when combined, technical is significantly greater than price. Quotes must be signed, dated and submitted by 08 July 2011, 2:00 pm, Alaskan Standard Time (AKST) to the 673rd Contracting Squadron/LGCB, Attn: Jamie Sachette. LATE OFFERS: Offerors are reminded that e-mail transmission of quote/offer prior to the closing date and time will not constitute a timely submission of quote/offer unless it is received by the government prior to the closing date and time. Quotations/offers or modification of quotes/offers received at the address specified for the receipt of offers after the exact time specified for receipt of offers WILL NOT be considered (ref.
