- It is the intent of the National Library of Medicine (NLM) to procure a membership from Metropolitan Research and Education Network (MREN) on a sole source basis. Membership in the Chicago, Illinois area Metropolitan Research and Education Network (MREN) consortium is required in order for the National Library of Medicine (NLM) to communicate and exchange data with domestic and international biomedical researchers via advanced communication systems. This membership will need to continue as long as necessary into the foreseeable future so that the NLM can continue to communicate with its users and research partners (currently via dedicated high-speed communications circuits established from the NIH Consolidated Collocation Site (NCCS). Many NLM users domestically and internationally access its resources via high-performance connections at their respective institutions which in turn connect with their regional aggregation points which in turn connect to their national research and education networks all of which enables continued collaboration and advances in biomedical research and development. This worldwide network of advanced research and education networks and their peering arrangements is the structure by which this happens. The MREN operates, in the Chicago, Illinois area the regional aggregation point for traffic to/from many domestic and international destinations (see www.mren.org for details). NLM plans to continue to make use of the Next Generation Internet/Internet2 services available through the Metropolitan Research and Education Network (MREN) organization for continued redundant access to the domestic and international R&D advanced networking community. Membership in this consortium provides access to these services and is necessary for continued advanced Internet traffic exchange. Previously this link was used as a back-up link but is now to be used for increasingly higher volumes of traffic. The Metropolitan Research and Education Network (MREN) organization is the only known provider of advanced high-performance connectivity services in the Chicago area to both the domestic and international research and development community and as such is uniquely qualified for this work because of their background, expertise, and peering arrangements with regional, domestic and international research and education institutions, networks and projects. Additionally delays of up to six months would be necessary to move the existing telecommunications link (NCCS?MREN) connecting to the MREN facilities to a new location and this would interrupt the existing heavily used Internet2 communications link used by the NLM operating now between the NCCS and the MREN. The proposed acquisition will be procured under FAR Part 13 - Acquisitions of Non- Commercial Items. This is not a Request for Quotations (RFQ), nor is an RFQ available. However, all responsive sources may submit a capabilities statement in a timely manner that will be considered by the Government. Proposals must include pricing information.
