- The NASA Airspace Systems Program Systems Analysis, Integration and Evaluation(SAIE) Project, in a collaboration between the NASA Langley Research Center and the NASAAmes Research Center, is hereby soliciting information from interested parties andpotential research partners. This document is for information and planning purposes, toconduct market research, as well as promote competition. A new endeavor has begun to conduct Air Traffic Management (ATM) TechnologyDemonstrations of NASA technologies that will close the technology gap between R&D andDeployment for integrated ATM systems. Attached to this request is an industry briefingcontaining information about these Demonstrations and additional information for thefirst ATM Technology Demonstration known as ADS-B Enabled Green Operations usingIntegrated Scheduling and Spacing (AEGIS). Interested parties should describe their capability to offer the following expertise insupport of AEGIS (and as described in the industry briefing package):1)Conduct aviation operation evaluations that incorporate new concepts andtechnologies that are integrated between aircraft and air traffic facilities2)Demonstrate knowledge of aircraft and Air Navigation Service Provider (ANSP) lifecycle processes3)Leverage past and current relevant aviation operations research & development4)Leverage existing partnerships that can accelerate the transition of newtechnologies to operational environmentsInterested parties having the required specialized capabilities listed above shouldsubmit a capability statement of 5 pages or less (can include references to publiclyavailable sources) indicating the ability to perform aspects of the effort describedherein.Interested parties are also requested to provide the following: name and address offirm, size of business; average annual revenue for past 3 years and number of employees;ownership; whether they are large, or any category of small business*, number of years inbusiness; affiliate information: parent company, joint venture partners, potentialteaming partners, prime contractor (if potential sub) or subcontractors (if potentialprime); list of customers covering the past five years (highlight relevant workperformed, contract numbers, contract type, dollar value of each procurement; and pointof contact - address and phone number). This information is separate from the capabilitystatement and is not included in the 5 page limitation. No solicitation exists; therefore, do not request a copy of the solicitation.Responses should be forwarded to William Johnson (william.c.johnson@nasa.gov) viaelectronic transmission. This presolicitation synopsis is not to be construed as a commitment by the Government,nor will the Government pay for the information submitted in response.As stipulated inFAR 15.201(e), responses to this notice are not considered offers, shall not be used as aproposal, and cannot be accepted by the government to form a binding contract. Submittals shall be compliant with all legal and regulatory requirements concerninglimitations on export controlled items. Respondents will not be notified of the results.An ombudsman has been appointed -- See NASA Specific Note 'B'.The solicitation and any documents related to this procurement will be available over theInternet.
