Description
The Federal Highway Administration (FHWA) has a requirement for a contract to assist FHWA in a study to investigate and compare the costs, benefits and risks associated with the Design-Bid-Build, Design-Build, and Construction Manager/General Contractor project delivery systems, as well as those related to use of early completion incentives/disincentives. The study covers various types, sizes and scopes of transportation projects delivered by state highway agencies. The resulting contract will involve collecting, organizing and analyzing data from various highway agencies. The research product will be guidance for state highway agencies to assist them in determining when to use each of the various project delivery systems to realize maximum benefit with regards to cost, benefits and risk, as well as to determine appropriate incentive/disincentive levels for completion time. Deliverables include an interim report, a final report, a TechBrief and a PowerPoint presentation. This requirement is full and open competition pursuant to NAICS code 541690 with a small business size standard of $7,000,000. FHWA anticipates this requirement to be full and open competition, therefore, all responsible parties may respond to this requirement. Offerors must have an approved accounting system to be eligible for award of a cost type contract. The solicitation, all related documents and amendments, if any, will only be released and available electronically through the FedBizOpps posting system at http://www.Fedbizopps.gov under the Vendors option followed by selection of the Department of Transportation (DOT) center. As such, no written, telephonic, facsimile or email requests for the solicitation package will be honored. Interested parties can register at the aforementioned site to receive procurement announcements by email. Since this solicitation will only be available electronically, it is solely the responsibility of interested parties to monitor the FedBizOpps website for any solicitation amendments. All responsible sources are encouraged to submit an offer.
