Description
The Defense Commissary Agency is seeking sources that can provide the types of training identified in the draft statement of work. The NAICS code for this requirement is 611430. This is not a solicitation or request for proposals. This is a sources sought notice only. No contract will be awarded from this notice. The government will entertain information from open market sources and GSA multiple award schedule holders. Responses can be sent to Michele.Templeman@deca.mil and are due by 4: PM EST on Monday July 11, 2011. ***** Draft Statement of Work Training Requirement in Support of Training for OPM/DoD Leadership Competency Skills for Managers and Supervisors Background. The Defense Commissary Agency (DeCA) operates a worldwide chain of commissaries providing groceries to military personnel, retirees and their families in a safe and secure shopping environment. Authorized patrons purchase items at cost plus a 5-percent surcharge, which covers the costs of building new commissaries and modernizing existing ones. Personnel at or above store level, store level directors, department managers, and other first line supervisors, require training in the 27 Leadership skills identified by Office of Personnel Management (OPM). The types of training to be provided include but are not limited to Leadership, HR Elements and Performance Management skills. The requirement also exists for training to be provided in mentoring, project management, writing, presentation, communication, customer service and change management skills for entry level through journeymen level employees and supervisors. Description of Requirement The contractor is required to provide on-line interactive courses from the entry level through the journeymen level that cover the 27 leadership skills identified by OPM. In addition to these 27 leadership skills DeCA requires additional on-line training to be available in the categories of: mentoring, project management, writing skills, presentation skills, communications skills, customer service skills, and change management. DeCA is also seeking the ability to choose additional courses that are available from the contractor's standard suite of courses that would support the grocery store/retail business environment and be used to enhance an individual's ability to perform their job better. There is also a requirement to be able to add DeCA developed courses. All courses submitted should be provided at the various levels so that as the individual assumes more responsibility within the agency there is another course to guide them in their progression. The software will provide and supplement training to meet periodic training requirements in areas related to the Office of Personnel Management (OPM) and DoD Leadership core competencies: Primary Competencies: Leading Change. Financial Management. Technology Management The training classes offered should be web based, clear, concise and inter-active. Each unit of instruction should clearly identify the learning objectives of the module and provide an index or table of contents that can be used by the student during the time that the course is being taken. The interactive requirements include multiple delivery methods to meet the requirements of the adult learner, user performed activities within the software, evaluation of student input, ability to review segments of instruction, ability to go backwards and forwards in the course material, ability to go to a specific topic within a module. A single contract is anticipated for this requirement to be issued for FY 12 with four option years. Prior experience working with the Department of Defense (DoD) and other federal government agencies on these types of training courses is desirable. These training courses are to be delivered to the intended audience via a web-based format that can be accessed from a DoD computer. The vendor will set up and manage the website for this training. The vendor will also provide monthly updates to the existing courses and any new releases of the software along with monthly reporting requirements to the government regarding classes taken, number of students enrolled, total usage by organization, and overall usage of the training courses
