Description
This is a combined synopsis/solicitation for a commercial product prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. This is a Request for Quote (RFQ) and the solicitation number is F2VUJS1172A001. This acquisition is unrestricted. The 6th Contracting Squadron, MacDill AFB, Florida, requires the following: Animation and Storyboarding Software in the Tampa, FL area for SOCOM. DESCRIPTION OF REQUIREMENT CLIN 0001 - Storyboard Pro 2.0 Consulting Version (Qty: 3) and Harmony Network Licenses (Qty: 10) OR EQUAL. CLIN 0002 - Base Year, Annual enhanced support and maintenance on Storyboard Pro including free upgrades (Qty: 3); POP: 1 August 2011 to 31 July 2012 CLIN 0003 - Base Year, Annual enhanced support and maintenance on Harmony Network licenses including free upgrades (Qty: 10); POP: 1 August 2011 to 31 July 2012 CLIN 0004 - 10 days Harmony and Storyboard Training including installation if needed. ANY OFFEROR PROVIDING AN OR EQUAL PRODUCT SHOULD DESCRIBE THOROUGHLY HOW THEIR PRODUCT MEETS ALL THE CHARACTERISTICS LISTED. FAILURE TO DO SO WILL MAKE THAT OFFEROR NON-RESPONSIVE AND WILL NOT BE CONSIDERED FOR AWARD. PLEASE NOTE: Contractor must be able to meet all specified requirements. Proposed solution for USSOCOM must have to following abilities/ features: • ability to have multiple people work simultaneously on the same scene • ability to mix cut-out characters with traditional vector animation over 3D rendered props with high resolution bitmap backgrounds and maintain the production's creative look throughout the project • ability to create color models with independent palettes and easily change colors of any element during production, all in real-time • ability to output to all media from web to handheld devices, film and HD • ability to operate in a Mac based network environment • comfortable drawing position with the rotary light table, rotating canvas and onion skin • TWAIN support for scanning • advanced animation tools with tweening, forward kinematics, cell swapping and transform tool • 3D and intergrated multiplane camera with left and right hand capabilities • full object position, unique camera rotation and tilting on 3 axes • work in a single integrated pipeline • the ability to take inputs from the pressure sensitive drawing tablet cintiq 21x • unlimited style creation combining vectors and pixmap • have up to 100 staging clients • Live sync of Xsheet and Timeline The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-52 effective 31 May 2011, DFAR DPN 20110623 effective 23 June 2011 and AFFAR AFAC 2011-0421 effective 21 April 2011. All interested parties must bid on all items. BASIS FOR AWARD: Award will be made to the offeror that is determined to be technically acceptable and in the best interest of the Government. 52.212-2 Evaluation -- Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) technical capability of the item offered to meet the Government requirement and all characteristics in the attachment (ii) price Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern.
