Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA), Office of Acquisitions- Neurosciences, Station Support/Simplified Acquisition, on behalf of the National Institute on Mental Health (NIMH) intends to solicit on a sole source basis with the Hugo W. Moser Research Institute at Kennedy Krieger, Inc., 707 North Broadway, Baltimore, Maryland, for the continuation of the federation of the Interactive Autism Network (IAN) with the National Database for Autism Research (NDAR.) The Interactive Autism Network (IAN) is an on-line forum for individuals and family members affected by autism spectrum disorders (ASD). The site solicits, via questionnaires, input on a variety of factors including diagnosis, development, family history and treatments as well as two standardized assessments of ASD symptomatology. IAN has collected self-reported data on nearly 40,000 consented participants. IAN is building and maintaining a data warehouse and developing means to federate this data with the National Database for Autism Research (NDAR), allowing ASD investigators direct access to these subjects for data analysis, recruitment for studies, and to augment data collection in support of existing NIH projects. Additional support is requested to continue the ongoing efforts to federate IAN data with NDAR and specifically to develop the technical means to use the itrust/incommons eraCommons authentication scheme that is shared by NDAR, dbGaP, and other autism federated databases. Additionally, IAN will develop and promote to NIH researchers the steps needed to have their research participants enroll in IAN. This will provide benefit to NIH researchers allowing the IAN data to be linked with the clinically captured research data within NDAR. The IAN database currently resides and is maintained by the Kennedy Krieger Institute, Inc. The period of performance is 24 months with the option of up to 2 one-year option period(s.) The acquisition is being conducted under simplified acquisition using FAR 12 procedures and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government. Comments to this announcement, referencing synopsis number NOI2151018 may be submitted to the NIDA, Station Support/Simplified Acquisition Branch, 31 Center Drive, Bldg 31, Room 1B59, Bethesda, MD 20892-2080, and Attention: Susan Nsangou, Contracting Officer.
