Description
This amendment is to address the following: The USDA Forest Service, Gifford Pinchot National Forest, intends to acquire by contract stream restoration activities designed to improve fish habitat. The work includes logging and hauling trees, with a minimum length of 50 feet, to be used in the installation of approximately 36 log clusters comprised of roughly 953 logs. The structures will be designed to create scour pools in Clear Creek. The project work site is located approximately 44 miles N.E. of Amboy, Washington in: Township 8N, Range 7E Section 31; Township 7N, Range 7E Section 6; and in T7N, Range 6E Section 1. The project can be located by traveling northeast of Amboy on Highway 503 and continuing until the road turns into Forest Road 90. Continue for approximately 12 miles and bear left onto Forest Road 25 and follow for approximately 5 miles until you cross the Muddy River. Continue another 1.5 miles and turn right onto Forest Road 93. Continue on the 93 road for approximately 1.25 miles until coming to the bridge crossing Clear Creek. This is the start of the project work site. The project worksite continues upstream from this location for ½ mile and downstream of this location for 1 mile. A solicitation for this project work, following the procedures of FAR Part 13 for Simplified Acquisition Procedures, will be made available on this web site on or about June 22,2011. The period for performance will be 45 days from issuance of a Notice to Proceed, which is anticipated to be issued on or about July 15, 2011. This acquisition is 100 percent set-aside for small business concerns. The NAICS Code for this procurement is 115310 with a applicable size standard of $7.0 million. Offerors will be evaluated on price, experience, past performance and other factors. A single contract will be awarded to the offeror whose offer, conforming to the solicitation, is the best value to the government. All responsible sources may submit an offer which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render an offeror ineligible for award.
