- NOTICE OF INTENT This is a Notice of Intent from the United States Department of Agriculture, Natural Resources Conservation Service (NRCS), intends to award a sole source order under Simplified Acquisition Procedures, fixed price contract with Despatch Industries, located at 8860 207th Street West, Minneapolis, MN 55044, in accordance with Federal Acquisition Regulation (FAR), Part 6.302-1(a) (B) (iii) (A), Only One Responsible Source and no other Supplies will Satisfy Agency Requirements. The National Soil Survey Center of the Natural Resources Conservation Service has the responsibility of acquiring a Despatch LBB2-27-1 Forced Convection Bench-Top Oven and accessories as described below. NSSC is involved in conducting various laboratory and field analyses and studies associated with the soils disciplines. To this end, scientific and electronic equipment, parts and supplies are required to properly conduct these studies and experiments. Many of these studies are conducted with national initiatives involved for the agency and in conjunction with on-going agreements with universities and other federal agencies and cooperative studies and study sites. Recently the Despatch LDB2-27 oven used for sterilization of regulated soils failed leaving the laboratory in need of a replacement. Familiarity with Despatch ovens will minimize the time needed to set-up and develop a sterilization protocol that will meet APHIS Regulations. It is the determination by the Government not to compete this proposed order is at the sole discretion of the Government. Oral communications are not acceptable in response to this notice. This is a notice and a solicitation will not be issued. NRCS will not respond to requests for solicitation copies and will not pay for information received in response to this announcement. This notice is not a request for proposals. No solicitation document is available. Specifications The LBB2-27-1 has been configured to meet the following specifications: 1. Work chamber (width x depth x height): 37" (94cm) x 37" (94cm) x 35" (88.9cm) 2. Capacity: 27 cubic foot (765 liters) 3. Overall external dimensions (width x depth x height): 43" (109.2cm) x 43.5" (110.5cm) x 51.5" (130.8cm) (approximate) 4. Heater capacity: 4.8 kW open coil heater for rapid heat-up rates 5. Operating range: 40C to 204C (104F to 400F). Minimum temperature achieved with 20°C air at fresh air inlet and damper fully open. 6. Recirculating motor: 1/4 HP; airflow capacity: 240 CFM (113.3 LPS) 7. Unique airflow design for maximum temperature uniformity. +/- 3C at 150C +/- 4C at 204C (Uniformity figures are based on a nine point test conducted in an empty oven (no product, up to 2 shelves included with the oven; additional shelves are not included) after stabilization. Uniformity can vary slightly depending on unit and operating conditions.) 8. Standard Power utilities: 220-240 Volts, 1 phase, 50/60 Hertz 9. Exhaust adjustable to 14 CFM (6.6 LPS) with 2.5" (6.4cm) exhaust port. 10. Single set-point digital controller with large, easy-to-read LED display 11. Solid state relays for proportioning temperature control. 12. Fan, heater and controls located above oven chamber for convenient access and to prevent spilled materials from reaching fan and heater. 13. Corrosion resistant type 304 2B stainless steel interior and ducting. 14. Forced circulating airflow. Fan circulates air after it is heated to provide uniform heat distribution. 15. Manual reset hi-limit control 16. Unique chamber design with 2 inches (5cm) of high-grade insulation to minimize heat loss, external thermal spots and air leakage. 17. Oven is UL & C-UL listed. CE and SEMI S2 are also available. 18. Two reinforced shelves adjustable on 2" (5cm) centers. Maximum 200 lbs (91 kg) per shelf with an overall load capacity of 600 lbs (273 kg). Standard duty shelves are available with a load capacity of 50 lbs (23 kg) per shelf. 19. Oven weight approximately 550 lbs (250 kg). Shipping weight approximately 635 lbs (289 kg). 20.
