Description: U.S. Dept. of Commerce, National Oceanic Atmospheric Administration (NOAA), on the behalf of Minority Business Development Agency (MBDA), Simplified Acquisition Branch intends to negotiate on a sole source basis with Route 1 Inc. for award of a Contract under FAR Parts 6 and 13. The Minority Business Development Agency (MBDA utilizes MobiKey devices and Mobinet service for two factor authenticated, secure, remote access into MBDA Network. The statutory authority for Other than full and open competition is 41 USC 253 ©(1) as implemented by Federal Acquisition Regulations (FAR) Subpart 6.302-1, Only one responsible source and no other supplies and services will satisfy the agency requirement. Reference Number DG1352-11-RQ0542(GJB) is issued. This announcement is incorporated with the Statement of Work. The North American Industry Classification Code (NAICS)for this acquisition is 334419 and small business size 500 numbers of employee. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the foregoing requirements. Responses must also be accompanied by descriptive literature, warranties, and/or other information that demonstrates that the quote meets all of the foregoing requirement. Capability statements and related materials must be e-mailed to Jean.Barrett@noaa.gov by July 12, 2011, 10:00am local time. Award will be made using the FAR 13, Simplified Acquisition Procedures, current through FAC 2005-30. The determination to compete or not compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will be considered solely for the purpose of determining whether to conducted a competitive procurement. &emsp; STATEMENT OF WORK Minority Business Development Agency Office of Technology, Innovation, and Research (OITRI) Mobikey Device Renewal Requirement: Renewal maintenance of Mobikey licenses the Office of Technology, Innovation, and Research (OITRI) uses Mobikey devices to securely access their MBDA PC applications and files outside the Herbert C. Hoover Building (HCHB). The Mobikey licenses need to be renewed on an annual basis. Description of Mobikey: Route1 MobiKEY® is a patented portable identity validation device that securely connects users to the myriad of MobiNET® services from any Internet-enabled Windows-based computer. When subscribed to Route1's TruOFFICE TM or PurLINK® services, users simply plug MobiKEY into any computer to securely connect to and access digital resources from anywhere, at any time.
