Description
The Naval Medical Logistics Command (NMLC) intends to negotiate on a sole source basis with Spectrum Medical, 481 Munn Road, Suite 180, Fort Mill, South Carolina 29175, as the only responsible source that can provide two (2) cardiology data management information systems. These systems are for Walter Reed National Military Medical Center (WRNMMC) at Bethesda. Each system shall provide real time information during a cardiac surgery case, which includes the following information: heart-lung bypass statistics, blood work values, hemodynamic monitoring, and tracking trends/critical values during surgery. The systems shall be integrated with the following items, which already are in place at the facility, if necessary: Termuo System 1 (heart lung bypass unit), Hepcon (hemostasis management system), INVOS Cerebral Monitor, Radiometer (blood gas analyzer), and CDI500 (blood parameter monitoring system). Each system shall be HL7 compliant to allow for integration into the hospital s electronic medical record system. The system shall attach and integrate with all heart-lung bypass units available. The system shall use a redundancy system to store data: hard drive, database, and SD card. The system shall also include a suite of server programs that will allow for faster data excess. The server shall be able to hold at least 60 GBs of information at one given time. The system shall include all components in the monitor (no separate PC housing) to be connected to the bypass unit with the least amount of space. The monitor of the system shall be less than 15 to fit onto the bypass unit. The system shall weigh less than 10lbs. A pole mount for each system shall be included for attachment to the bypass system. Each system shall meet the following electrical requirements: 110VAC, less than 10Amps, 60 Hz, and single phase. The system shall be compliant with the Food and Drug Administration (FDA) requirements to market and deliver medical products for use in the United States of America; even should delivery be requested outside of the United States. The claims made for the product shall comply with the regulations of the FDA with respect to products for marketing and delivery of a medical product for use in the United States of America, even should delivery be requested outside of the United States. Based on the above information, the only technically acceptable system is provided by Spectrum Medical. This acquisition is being conducted under the FAR 13.5 test procedures for commercial items. Provisions and clauses in effect through Federal Acquisition Circular 2005-24 are incorporated. This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 423450 with a Small Business Size Standard of 100 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
