- ****NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1) with North Gulf Oceanic Society for a comprehensive study of genetics of killer whales in the North Pacific to determine their population structure. ****The sole source determination is based on the National Oceanic and Atmospheric Administration's (NOAA), National Marine Mammal Laboratory's (NMML) need for a comprehensive study of killer whales. This study requires in depth mtDNA and microsatellite markers from tissue samples for killer whales in the central and western Gulf of Alaska. These samples must include areas around Prince William Sound, Kodiak Island and samples from the False Pass area in the Eastern Aleutians in spring. The researcher will also have to be familiar with killer whale biology and specific information on movements of individual whales form both NMML and North Gulf Oceanic Society (NGOS) through photo-identification and satellite tagging data collected by both groups. Market Research shows that there is no other vendor with the specific knowledge for the killer whale to meet the requirements of NOAA/NMML except North Gulf Oceanic Society. Delivery date is from July 18, 2011 - February 9, 2012 ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide the space and service as described that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
