- The Naval Surface Warfare Center Carderock Division (NSWCCD) intends to issue a Request for Quotations (RFQ) for access control services at the Naval Surface Warfare Center Carderock Division ™s Buildings 4 (located at 5001 South Broad Street, Philadelphia, PA 19112-1403), 77L (located at 1000 Kitty Hawk Avenue, Philadelphia, PA 19112-5803), 77H (located at 901 Admiral Peary Way, Philadelphia, PA 19112-5803), and 1000 (located at 5101 S. 18th Street, Philadelphia, PA 19112-5803) within the Philadelphia Navy Yard. During Option Periods 1 and 2, an additional access control professional will be required in Building 633 (located at 4850 S. 15th Street, Philadelphia, PA 19112-5803). With the exception of Building 1000, each access control professional will have a stationary desk in their assigned area. The access control personnel assigned to each building shall work from a fixed access/egress post (front desk) and monitor anyone entering the building. Each access control personnel shall aid in the early reporting of emergencies, and provide directions and informational assistance to employees, visitors, and guests. Furthermore, each access control personnel is responsible for monitoring closed circuit television (CCTV), screening employees, guests and visitors for proper identification upon entering one of the aforementioned buildings. In addition, access control personnel are tasked with issuing and recording visitor passes, maintaining duty logs, recording visitor ingress and egress, and ensuring all doors and entryways remain closed and are properly secured when not in use by building patrons. In the event of an unauthorized intrusion or security emergency, access control personnel shall be required to immediately notify Department of Defense (DoD) Police stationed on the Navy Yard. The period of performance is a one (1) year base period plus two (2) one-year options. The anticipated start date for performance is 01 October 2011. This is a negotiated source selection procurement that consists of the submission of technical and price proposals. Award will be made to the offeror whose price and technical proposal represents the best value to the government. The North American Industry Classification System (NAICS) Code is 561210 with a size standard of $35.5 million. It is the intention of the Government to issue the solicitation as an 8(a) set-aside. Upon issuance, the RFQ can be downloaded from the Navy Electronic Commerce Online (NECO) website at: https://www.neco.navy.mil. The Request for Quotations should be available at this site on or around 26 July 2011. Proposal due date should be on or around 24 August 2011. THE CONTRACTOR IS REQUIRED TO REGISTER WITH DEPARTMENT OF DEFENSE CENTRAL CONTRACTOR REGISTRATION (CCR).
