- Description
- This is a pre-solicitation synopsis in accordance with FAR Part 5. The United States Coast Guard Surface Forces Logistics Center has a requirement for Marine Pipe Coverer and Insulator Services. The Government anticipates awarding a requirements type contract for one (1) base year and four (4) option years. The NAICS code for this requirement is 238220 and the small business size standard is 1,000 employees. All work will be performed at the U.S. Coast Guard Yard, Curtis Bay, Baltimore, MD on vessels both in dry-dock and pier side. The requirement for the Marine Pipe Coverer and Insulator Services will be fulfilled using the procedures of FAR Part 12. The formal solicitation, the Request for Quote (RFQ), will tentatively be posted to FedBizOpps on or about July 15, 2011. The Pipe Coverer/Insulator will be expected to work at the journeymen's skill level and must be proficient at blueprint reading, developing work sketches, developing templates, and patterns to complete the assigned task. The Pipe Coverer/Insulator will be required to work with various materials such as felt, ceramic fibers, magnesia, rubber, fiberglass, molded forms, blocks and insulating pads. In addition, the Pipe Coverer/Insulator will be required to mix and apply various types of mortars and other bonding materials as required. The Pipe Coverer/Insulator will be required to insulate the various irregular shaped items such as valves, fittings and flanges. In addition, will be required to mix insulating cement and mastics and apply them will a trowel, fabricates molded sections of insulating material by cutting miters and fitting them tightly to form molded sections, and secures insulation materials with metal straps, special twines or cements. The contractor shall be responsible for all basic hand tools and safety equipment for the assigned employees: Hand tools include but not limited to: shears, manual and electric knives, hand and band saws, pneumatic staplers, calipers, rules, needle and thread pliers, and all equipment approved for use on asbestos removal assignments such as respirator, protective clothing, cast cutters, and portable air filtration systems. Required safety equipment includes but not limited to: helmets, safety glasses and shoes, respirators, hearing protection. All responsible sources may submit a proposal which, if timely received and in accordance with the solicitation, shall be considered by this agency. Responses shall be concise and be specifically directed to the requirement referenced above. It is the offerors responsibility to monitor FedBizOpps for changes or amendments to this notice.
