Description
The Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, CA intends to award on an other than full and open competition basis in accordance with FAR 6.302 with Raytheon Missile Systems (RMS) to provide Core Support, Depot Level Maintenance (DLM) Operations, Intermediate Level Maintenance (ILM) Operations, and Technical Services for FMS customers of SM-1. Core support tasks include ordnance assessment, reliability, safety, and configuration management, and interface control, maintenance of as-designed configuration, engineering change traceability, product data management and access to support data via the internet. DLM includes services for repair, maintenance, preparation of non energetic sections, upgrades and installation of SM-1 Block V, Block VI, Block VIA and VIB in the DLM, assemblies, sub-assemblies and components. ILM includes services for section replacement and re-certification of SM-1 Block V, VI, VIA and VIB missiles. Technical Services include and provide support for the following areas: Logistics, Failure Analysis, Systems Engineering, and Training, Equipment Support, (Maintenance, International Test Evaluation, Problem Resolution, Design/Technical Data Packages and Package Handling Storage and Transportation). RMS is the only contractor possessing the required equipment, which consists of 30 unique test sets, necessary to perform these maintenance activities. Currently this test equipment is being used for SM-1 in addition to other missile programs at Raytheon facilities. Recreating this test equipment would result in a substantial duplication of cost to the Government. The request for proposal will be posted at the Navy Electronic Commerce Website at http://www.neco.navy.mil on or about 27 July 2011. This notice is a notice of intent not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal which shall be considered by the agency no later than 15 days after the date of publication of this notice. The written response shall clearly show the firm's capability, background, experience and assets necessary to perform the required work without compromising the quality, accuracy, reliability and delivery of the products to the war fighter, and be submitted by e-mail to tara.brandt@navy.mil.
