SOURCES SOUGHT NOTICE Request for Information Title: Military Intelligence (MI) Digital Signals Training System (DSTS) Contract Vehicle: Small Business Set-aside, Firm Fixed Price Closing Date: 5 July 2011 (9 days after posting) Brief Summary: PROGRAM DESCRIPTION: Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), Orlando, Florida has a requirement to install a system capable of replicating threat communication while simultaneously tracking all exercise-related activity for the purposes of providing pre-deployment intelligence training that addresses the most current operating environment and associated threats. This effort requires a modular, portable electronic training suite, consisting of a signal terminal guidance data module, a recorded threat communications and playback capability module, dissemination equipment module, and a command and control module that can control and release information in accordance with an exercise scenario, all shelter-installed and mounted on mobile trailers. This system is required to support Multi-functional Team (MfT) training for the MI Battlefield Surveillance Brigade (BfSB) and Brigade Combat Team (BCT) MfT and any intelligence team with a tactical SIGINT mission. BACKGROUND: The contractor shall develop, integrate, and deliver a Digital Signals Training System (DSTS) for intelligence training by leveraging Commercial-Off-The-Shelf (COTS) technology. The contractor shall include the following functionality: 1.Radio Frequency (RF) Environment: The contractor shall provide a RF environment system that provides intelligence collectors with a signal dense environment similar to RF surroundings in Theater. The system shall transmit simulated radio traffic, including routine chatter and messages, within the RF targeted environment with multiple (at least eight) targets signaling simultaneously, remote user interface, 24 hour automated operation without need of operator input or monitoring, simple Graphical User Interface (GUI) interface and software upgradable features as dictated by technology. 2.Unit and Event Tracking Capability: Contractor shall provide all weather, automated tracking for units and intelligence collection systems for use during collective training events. This telemetry will ensure situational awareness of Soldiers movements (mounted/dismounted) on a near real time basis within the Camp Bullis training area and have the ability to rewind and review complex tactical maneuvers. It shall include track, log and continuously monitor location of tagged assets, through the use of Timed Distance of Arrival Geo-location techniques, Geo-location of assets to accuracy of 3-20 meters every 3 seconds. 3.Record and Playback Capability: The Contractor shall provide the capability of transmitting pre-recorded and repeatable scripts to support intelligence operator collection training at all levels with up to 35 hours of programmable script. This module must be portable and sufficiently adaptable to enable integration into and use with both current and future collection equipment systems. 4.Media Dissemination Capability: The contractor shall provide a portable automated dissemination capability module which includes the capabilities for encrypted transmission of video (site exploitation), pictures (captured documents), voice, and data files. 5.Quad Ban Cellular Phones: The contractor shall also provide 10 Quad Band Cellular Phones for the purposes of exploiting personal communication devices during training and field exercises. 6.Mobil Transportable: Ability to transport the system to the training area via military or commercial vehicles. The training system must be able to operate in environmental conditions in excess of 110 degrees, which requires any trailer solution to be environmentally controlled with AC. 7.Training and Field Support Services For Exercises: The contractor shall provide personnel to operate the training equipment for the defined exercise training schedule. All exercises shall be at Camp Bullis, TX. The contractor shall support five (5) exercises, each of which will be of fourteen (14) days duration (including set-up, field exercise, and tear down. The contractor shall provide techniques and tactics pertaining to the record and playback and unit and event tracking capabilities. This is NOT a request for proposals. This announcement is for planning purposes only. In order to determine the extent of industry interest and experience in this requirement. Only prime contractors who are interested in producing this deliverable should respond to this Sources Sought Notice/Request for Information and shall describe their qualifications in the following areas in five (5) pages or less: 1.Current and past experience with installation, fabrication, integration, delivery, and testing of a system capable of replicating threat communication while simultaneously tracking all exercise-related activity for the purposes of providing pre-deployment intelligence training that addresses the most current operating environment and associated threats. 2.Personnel experience/qualifications in support of the effort as described above. Please do not include resumes. ACQUISITION APPROACH: The Government anticipates a Firm Fixed Price (FFP) contract award. The period of performance will be for one year with two (1) year options from contract award. The U.S. Government will make the award determination based on the following evaluation criteria: Lowest Price and Technically Acceptable. The formal solicitation may be issued at a later date by a separate announcement. The North American Industrial Classification System (NAICS) code is 334220, which has an employee size standard of 750. QUANTITIES: The Government plans to purchase one system.
