Description
Statement of Work The Defense Threat Reduction Agency (DTRA) intends to award a single-source contract to the incumbent, Northrop Grumman Information Systems, 2340 Dulles Corner Blvd, Herndon, VA, 20171, with a period of performance of a 6-month Base period and two (2), 6-month Option periods, to continue spiral (Spirals 2 & 3) development of the Arms Control Enterprise System (ACES) New Start Treaty (NST) Software Development and Integration requirement. ACES is the web-based U.S. National automated tool designed to support U. S. Government compliance with international arms control treaties and agreements and supporting United States Government (USG) policies and practices (reference attached Statement of Work). This notice is not a request for competitive proposals or a solicitation of offers. However, if a company has reason to believe that it can meet or exceed all the needs of DTRA for this requirement, it may submit documentation to support its claim, i.e., a capability statement, proposal, or quotation, which shall be considered by this agency. Any response to this notice must provide clear and convincing evidence that competition would be advantageous to the Government in future procurements. In the absence of qualified sources, a contract will be awarded under the Other than Full and Open Competition procedures, pursuant to 10 United States Code (U.S.C.) 2304(c)(1) or 41 U.S.C. 253(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source. Telephonic inquiries will not be accepted. The decision not to compete this requirement is within the discretion of the Government. This requirement is subject to the availability of funding. ** All qualified sources must respond in writing no later than 5:00 PM (EDT), 12 Aug 2011, to DTRA/BE-BCRB, Attn: Sherrie Mendes-Stapleton, Sherrie.Mendes@dtra.mil. Responses received after this date/time are considered untimely and shall not be considered. Any documentation received shall become the property of the Government.
