Amendment No. 1 (A001): Questions and Answers (Q&A) Reference: RFQ-CO201151225 Questions in (Black) / Answers in ( Blue, Bold and Italic) Regarding the Non-Personal Services, for Latin America and the Caribbean Regional - Advisory and Assistance Services: Regional Project Analyst: Q1: Does the hourly rate include the costs of transportation, per diem, DBA insurance, MedEvac Insurance, and other incidentals (e.g., telecommunication) incurred when asked to travel nationwide or abroad? No, Modification will be made for Travel and Expenses by COTR and Contracting Officer Q2: If the answer to 1) above is yes? Then, is there an estimate of the extent or limits of travel, to what countries, and how often? No such travel is currently envisioned. Q3: What is the government's estimate of the number of hours associated with this annual engagement? 1920 Hours/ 1 year Is there an estimate of days the Contractor will be required to work at the USTDA facilities? 5 days per week (Mon-Fri)/Any additional days must be approved by COTR and Contracting Officer. Q4: Historically, how many awardees have been in similar contracts to other regions? Number ranges approximately one to two contractors per region Questions in (Black) / Answers in ( Blue, Bold and Italic) A001: Q1: In what capacity is the Spanish language being utilized specifically? Reading and discussing project-related materials, monitoring projects, responding to emails, conducting research, etc.. Q2: Will the contractor be given the necessary material on what is needed in the RFP packages and FedBizOpps announcements? No other information will be provided. All the information you need is in the FedBizOpps Statement of Work and Combine /Synopsis Solicitation. Q3: Will the travel in the U.S. or abroad be paid for and scheduled by USTDA? Do they have already in mind travel needing to be done and at what capacity? How far in advance notice is the contractor given for travel? : In the event that travel were required, a corresponding modification would be made to this contract. No such travel is currently envisioned, however. It is uncertain how much advance notice might be given, but such travel is expected to be very infrequent. Q4: The place of performance listed in F.1 page 6/25; is the primary place of performance the contractors location with visits to the USTDAs Office and other locations or is it primary at the USTDAs office? If the first is correct approximately how many visits or working on-site at the USTDA will there be and will travel, lodging, etc.. be paid for and arranged by USTDA?: The RFP states that "The place of performance shall be at USTDA's office, when necessary, at other locations in the United States, or in the designated Region." The Contractor is expected to work off-site, except for when access is needed to project-related files, and in order to attend key meetings when it is impractical to do so remotely. It is uncertain how many visits to USTDA will be needed. Requests for the Contractor's presence at USTDA are ad hoc, but often at short notice. In the event that coverage of travel costs were warranted, corresponding modifications would be made to this contract. Q5: Section H.7 Security Issue; subsection H.7.2 contractor will complete the forms acquired from www.opm.gov to apply for security clearance at the Secret Level, could you include a direct link to these forms at this site? If awarded contractor will receive information on how to proceed from USTDA Personnel Officer. Q6: If the travel is not being paid for by USTDA is this already included in the cost listed for $51,994? Travel expenses should not be include in your solicitation. Modification will be made by COTR and Contracting Officer for travel expenses. Q7: Approximately how many work hours are needed for this project's completion? Approximately 1920/ 1year
