- Description
- The Architect of the Capitol (AOC), Capitol Power Plant (CPP), Washington, DC, intends to issue a solicitation for a project titled "Utilities Management Services" for a Base Year and four (4) Option Years, to be awarded on or before September 30, 2011. The Contractor shall begin work on contract October 1, 2011 and will have 60 days to prepare for the start-up date of December 1, 2011. AOC is seeking an experienced and independent energy consultant to provide the services related to all utilities purchased by the AOC such as steam, chilled water, coal, fuel oil, natural gas, electricity, potable water and sewer services. The North American Industry Classification System Code (NAICS) for this RFP is 541618 and 541690. The AOC is also seeking under this same solicitation a demonstrated web-based Utility Reporting System that provides the following: 1)Analyzing of utility data for both individual accounts and aggregated building performance; 2)Tracking billing or building issues impacting utility bills and usage;3) Assisting with budget planning; 4) Monitoring budget performance to identify/forecast budget shortfalls or surpluses; 5) Monitoring power plant performance; 6) Providing instant online data accessibility to utility related information. The contractor will provide services under this contract for such items as A) Historical Utility Data Collection; B) Annual Utility Budget Preparation and Monitoring; Monthly Utility Budget Tracking and Forecasting: C) Utility Bill Review and Tracking; D) Billing Error Resolution; E) Communication with Local Utilities; F) Aggregated Building Analysis; G) CPP Data Reporting; H) Client Education; I) Jurisdictions Performance and Over-All Campus Performance; J) Web-Based System Administration that will include Weather Reports; Management Reports and Monthly Pulse Charts; K) Turn-Key System and Internet Based/Consultant Web Services with password protection for confidential access giving capability to provide additional newly customized reporting as necessary or PP. The Deliverables and Schedule shall reflect the beginning Fiscal Year, FY 2012 (Historic Utility Data shall cover period of FY 2003 through FY 2011). Information required to be submitted from any potential offeror is needed for the Government to determine if an offeror is to be found a viable competitor or not to be considered as a viable competitor as outlined in FAR 15.202. The AOC will inform all respondents in writing if they are considered to be a viable competitor. An offeror must submit 1) Project Implementation Plan with the defined detail approach; 2) Corporate Experience and Expertise; 3) Key Personnel to be used on the project and you must provide resumes; 4) Past Experience with at least 5 years of experience in similar projects; 5) Type of Reporting System presently in operation. This is considered to be a Full and Open Competition for an award by AOC in accordance to FAR 15.1, Source Selection Processes and Techniques and will be considered in accordance to FAR 15.101-2, Advisory Multi-Step Process to help expedite this award. Lowest Price Technically Acceptable (LPTA) Source Selection Process will also be used for this award. Offerors must submit the requirements outlined above on July 8, 2011(midnight).
