- This contract action was not awarded as a fixed price type because uncertainties involved in contract performance did not permit costs to be estimated with sufficient accuracy to use any type of fixed price contract. As such, a cost-reimbursement type action was awarded (FAR 16.301-2). The Government requirement is to provide personnel, facilities, materials (except as otherwise provided), and management, preparation, and completion of tasks in Support for Military Medical Research for the Soldier (SMMRS) at the Walter Reed Army Institute of Research (WRAIR), Silver Spring, MD. The objectives and specific tasks described in the statement of work (SOW) will seek to improve both the national and international efforts to develop drugs, vaccines, and associated products to address diseases of strategic interest to the US Military, and to develop products to enhance Warfighter resilience, and reduce and mitigate the impact of brain injury, and combat stress. Contract support to carry out the Objectives and Specific Tasks outlined in the SOW is required to implement two (2) major research programs and activities to execute the mission of the WRAIR. One is to develop interventions to prevent and treat infectious diseases, and the other is to develop tools and interventions for military psychiatry and neuroscience. In the broadest sense the contractor will: provide administrative, communications, IT and financial reporting support; provide operational, acquisition and logistics support required to carry out program objectives; provide technical, clinical trial and scientific research support; provide government liaison support; provide facility and security support; provide training and instructional support; provide support for the exchange of scientific findings; and provide support of marketing and public relations projects to foster the reputation of the SMMRS. This action is unrestricted and will not be set-aside. The North American Industry Classification System (NAICS) code for this procurement is 541990. The Standard Industrial Classification (SIC) code is 8731. The Government anticipates a Cost Plus Fixed Fee (CPFF) award of a 1-year contract from date of award with 4 one-year options. Estimated date of award is August 31, 2010. All offerors must provide a written technical proposal discussing specified technical evaluation factors. This is a new requirement, there is no incumbent. Award will be made on a best value basis.
