- Notice of Intent Sole source Requisition No. W909MY-11-P-0022 The U.S Army Contracting Command, Fort Belvoir intends to award a sole source contract under the authority of 10 U.S.C. 2304(C)(1)-FAR 6.302-1(a)(2)(ii)(b)- Only one responsible source and no other supplies or services will satisfy agency requirements, to General Dynamics; 8201 E. McDowell Road Scottsdale, AZ 85257. General Dynamics is the developer of the GEM X Encryptor Manager software that is used in multiple PM WIN-T systems. This product is widely used by the DOD and is proven to be effective during numerous Government witnessed validations and verifications.. A Firm-Fixed-Price contract will be awarded for the purchase of 21 GEM X Encryptor Manager Release 3.5.1 with Generic Discovery Server licenses and software maintenance renewals for PM WIN-T, Reg Hub 3, Reg Hub 4, Reg Hub 5 projects. GEM X Encryptor Manager Release is needed to keep supporting the effort of fielding and supporting already fielded systems which contains GEM X. The software is already incorporated in the software baseline. Replacement of this product in the baseline would incur substantial delays from extensive research and functional testing to identifying potential products and development efforts to re-engineer software components. GEM X is the only approved product that remotely manages the TACLANE Hardware encryption devices that are an integral part of the PM WIN-T, Reg Hub 3, Reg Hub 4, Reg Hub 5 system. GEM-X allows the user to view and update device network settings, sort and display pertinent device information and status and manage encryptor software upgrades. All responsible sources that provide supporting data to demonstrate that they can successfully provide the required licenses and support may submit a quote to be considered. All responses should be received via email within seven (7) calendar days of the date of this notice at 2:00 PM local time. The anticipated award date is ten (10) days from the closing date of this notice. All offerors must be registered with the Central Contractor Registration in accordance with FAR 52.204-7 and DFAR 252.204-7004. In addition, all offerors must complete the Certifications and Representations as set forth in FAR 52.212-3. This can be accomplished through the following website: https://orca.bpn.gov. This a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6. This announcement constitutes the only solicitation; a written solicitation will not be issued.
