- The Centers for Disease Control and Prevention (CDC), National Center for Injury Prevention and Control (NCIPC), intends to award a sole source purchase order to AAA Foundation for Traffic Safety, 607 14th Street, NW, Suite 201, Washington, D.C. 20005 for the acquisition of services to develop and measure the effectiveness of a parent class curriculum for parents of young novice drivers. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 541690, Other Scientific and Technical Consulting Services. The period of performance for this procurement is 12 months. Until recently, not enough was known about what parents do, and what they need to do differently to effectively supervise their young novice drivers. The recently completed AAAFTS study provided a wealth of information about parents' strengths and weaknesses in supervising their young beginning drivers. Formal parent orientation sessions provide a venue for reaching parents with guidance for supervising their young drivers. As states and communities implement these sessions, it is important to have at least one proven effective curriculum available. The objective of this project is to evaluate the interactive parent orientation session, incorporating findings from the recently completed AAAFTS study, to improve parental supervision of young novice drivers. AAAFTS recently completed a first-of-a-kind study, using in-vehicle cameras and multiple interviews over the course of a year, to thoroughly examine how parents supervise young beginning drivers (Goodwin et al. 2010). AAAFTS will use this study to develop and evaluate the parent curriculum. AAAFTS is the sole owner of the results of the study, the observational information and the analysis of the data that will be used to develop the parent's curriculum. No other organization has coordinated or collected the observational data required to develop the planned parent's curriculum. Additionally, no other national organization has the influence, expertise, experience and level of acceptance and authority that the AAAFTS does with the traffic safety and driver education communities. AAAFTS is the only organization that can provide the skills, expertise, and experience to meet all of the program requirements including cost and time constraints. No efforts to identify potential sources were taken because no other vendor is qualified to complete the development of the parent curriculum without substantial duplication of costs that would not be recovered through competition. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to AAA Foundation for Traffic Safety. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide the services to Vallerie Redd via E-MAIL ONLY at gfj3@cdc.gov with the solicitation number 2011-Q-13537 referenced in the subject line NO LATER THAN July 9, 2011. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
