Description

Description The Department of Veterans Affairs is looking for firms that are classified under one or more of the following SBA programs: 8(a), HUBZone, SDB, WOSB, SDVOSB, and/or VOSB. The firm must be a General Construction Firm with an approved NAICS Code 236220, Small Business Size Standard of $33.5 million. A bid bond as well as performance bond will be required. The project is part of Phase II-A of the Medical Facility Improvements & Cemetery Expansion at the Jefferson Barracks Division of the VA Medical Center in St Louis, Missouri. The work includes removal and replacement of outdated fire alarm systems, components, cabling, etc in fifteen existing, occupied, campus buildings; construction of a new campus fire alarm network between these campus buildings; and installation of system components in one new building to be constructed under a separate contract, along with its connection to the new campus network. The project includes significant coordination and performance of work during and outside normal working hours to facilitate continuity of medical center operations throughout the project. The work also includes all abatement, hazardous materials removal, demolition, removal, restoration, excavation, installation, monitoring, and testing necessary for a new, complete, fully functioning, campus-wide, networked, addressable fire alarm system with remote monitoring at designated locations. The estimated magnitude for this project is between two million ($2,000,000) and five million ($5,000,000). At this time, no solicitation exists; therefore, do not request a solicitation. Small Business Contractors and vendors having the skills and capabilities necessary to perform the stated requirements are invited to provide information to contribute to this market survey/sources sought. Responses should include the following information: 1. Company Name, 2. Address, 3. Point of Contact, 4. Phone number and e-mail address, 5. Business size determination and qualifying Small Business status, 6. Certification of Small business Status, 7. Available Bonding Capacity, 8. Construction experience of similar projects in size and complexity. Respondents are requested to submit a Capability Statement that exhibits clear and convincing evidence of your firm's capabilities and experience to perform the listed tasks. The capability statement is not to exceed 5 pages. Please provide your responses by email (ONLY) by July 6, 2011 to the Noella Bond, Contracting Officer, email address, noella.bond@va.gov. This sources sought notice is for market research purposes in accordance with Federal Acquisition Regulation (FAR) Part 10. It does not constitute a solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. All interested parties will be required to respond to the resultant solicitation separately from their response to this sources sought. Small business concerns failing to respond to this add will not be precluded from responding to the solicitation. Note that this is not a Request for Proposal and the Government is seeking information for market research purposes only. The Government may or may not issue solicitation documents.
