- Description
- The Naval Air Warfare Center Training Systems Division (NAWCTSD) in Orlando, Florida is responsible for acquisition, fielding, and life cycle support of training systems. The CH-53E Aircrew Procedures Trainer (APT) is currently undergoing a system upgrade, and the availability of a material support package after the trainer returns to operation is vital in fulfilling NAWCTSD s supportability requirements. The spare parts must meet form, fit, and function requirements and are commercially available only from the brand name vendors listed in the accompanying document, entitled 2F190-2 Spares Kit, dated 3 June 2011. While the brand name spare parts are the focus of this notice, these items shall be purchased as a kit through an 8(a) firm under the auspices of FAR part 19. The estimated total amount for this acquisition is $190,000.00. Pursuant to Federal Acquisition Regulations 6.302-1(c), application for brand name description, the proposed contract action is for supplies for which the Government intends to solicit for a specific brand name. This posting serves as a Sources Sought for this contract action. The intent of this notice is to meet the market research requirement and to justify that the use of such brand name descriptions are essential to the Government s requirements. This notice of intent is not a request for competitive proposals; however, the Government welcomes rationale that objects to the use of a brand name source for any of the listed parts. Forward responses to this pre-solicitation notice to Mr. LaVenji Daniels by the close of business on 8 July 2011. Information received will be considered solely for the purpose of determining whether respondents are capable of meeting the Government s requirements. In those situations where the Government determines that the brand name descriptions are not essential, and similar items would suffice, the brand name requirements will be replaced with brand name or equal requirements. Such changes, if made, will have no bearing on the mode of procurement; they shall serve only to expand the pool of suppliers for a given part in the kit. An 8(a) firm shall buy the kit in either case. As this procurement is subject to the authority of FAR Subpart 19.8, a synopsis of the proposed contract action is not required pursuant to the authority of FAR 5.202(a)(4). As such, no further synopsis will be provided. However, pursuant to FAR 6.305, the justification required by FAR 6.303-1 concerning the brand name requirement will be made available within 14 days after contract award.
