- The Marine Corps Systems Command (MCSC), Quantico, Virginia seeks sources sought for the Solar Portable Alternative Communication Energy System (SPACES). Because the USMC fielded a previous version of SPACES, this new capability is being referred to as SPACES Generation II, or Gen II. The SPACES Gen II is to be a single person portable, renewable energy system. The system should be able to utilize solar energy to perform the following functions: 1.Charge batteries (BB- 2590/U, AA, AAA, AN/PRC-153 battery, AN/PRC-152 battery, AN/PRC-148 battery) 2.Provide power directly to tactical radios and portable computers (AN/PRC-117F, AN/PRC-117G, AN/PRC-119A-D, AN/PRC-119F, AN/PRC-148, AN/PRC-152, AN/PRC-153) 3.Provide power directly to portable computers (Panasonic Toughbook laptop computer) In addition to the ability to accepting solar energy input, the SPACES Gen II system should be able to accept 28 volts direct current power from other sources, such as a tactical vehicle, to perform the above mentioned functions. The Marine Corps is seeking input from companies for systems that can perform all tasks stated above, as well as a systems with a sub-capability to perform only task 1 stated above (either as an independent system or modular sub-component of the more capable system). MCSC is interested in tradeoffs between these two capabilities in determine the cost, weight, size and time frame needed to deliver this capability. Driving factors of interest to MCSC are ability to perform functions, size, weight and production unit cost (not in any particular order). Other tradeoffs MSCS is looking with the above stated system are: 1.Speed of battery charge (10% to 100%) 2.Throughput electrical efficiency of system 3.Peak and continuous power level of system 4.Solar energy input options 5.Recommended electrical connectors and commonality Any other value added information that would be pertinent to a future acquisition program is also desired. This information will potentially be used to support the planned procurement initiative to field this capability. The Governments seeks to ascertain the degree to which the SPACES Gen II system capability can be met and the rough order of magnitude costs to deliver up to 5000 systems system over a 5 year period. Potential offerors with the ability to meet the requirements listed are requested to provide information on their solution, whether it is data on existing systems or development approach for new systems. It is requested that interested parties provide a Rough Order of Magnitude on system cost, production quantity breaks, and manufacturing ramp up and sustainable rate. If the requested systems quantity over the timeframe described is unobtainable, please provide alternative best case delivery schedule. For this procurement, MCSC does not intend to enter into development for new capability, but leverage the current high state of industrial readiness. Information from this notice will also help shape downstream investment and procurement planning (Generation III). MCSC does not intend to split the acquisition program into individual component procurements. Only offerors who can address the full system capability are encouraged to respond. It is requested that potential offers provide information on corporate position, to include the company ™s classification as a Small Business, if any, and whether you have any applicable products that are available on GSA Advantage. This sources-sought is for planning purposes only and shall not be construed as a Request For Proposal or as an obligation on the part of the Government to acquire follow-on acquisitions. The Government does not intend to award a contract on the basis of this notice, or otherwise pay for the information requested. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of submission of responses to this notice and Government use of such information. The Government recognizes that proprietary data may be part of this effort. If so included, clearly mark such data. No classified data shall be provided or will be accepted.
