Description
SOURCES SOUGHT FOR DESIGN/CONSTRUCT KAJAKI DAM IRRIGATION INLET STRUCTURE AND PIEZOMETERS REHABILITATION PROJECT, HELMAND PROVINCE, AFGHNISTAN. This is a Sources Sought announcement only. This is not a solicitation announcement and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. No telephone call will be accepted requesting a proposal package or solicitation because there is no proposal package or solicitation available. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. U.S. Army Corps of Engineers, Afghanistan Engineering District-South (AES), Contracting Office, is currently seeking information to establish a list of qualified companies who may be interested in submitting a proposal for the Design/Construction/Inspection/Installation/ Upgrade/ Replace and/or Repairs to the Dam to restore its functionality. The contractor must be able to demonstrate that their company has the capability to successfully execute this project. The firm should provide the following information in their presentation: 1. Information indicating the type of similar project your firm has successfully completed. The firm should demonstrate strong Mechanical engineering support. Previous experience in designing and construction of dams and dam related structures such as intake towers, values, gates, cranes, hoists, bridges, tunnels and earth fill work. The contractor has to be familiar with dams and the instrumentation used in earth/rock filled dams and worked on restoration and rehabilitation of dam monitoring instrumentations. This project has three major components: a. The intake structure is comprised of two gates, crane, hoist and other mechanical and electrical components. It is basically mechanical work. The intake structure is about 100 feet inside the reservoir. b. House generator supply line and valve. The value work is for high pressure water pipe. This also requires a contractor who has done similar work in the past. This requires a contractor with strong mechanical background. c. Piezomers are pressure gages, another specialized job, mainly geotechnical oriented expertise. 2. Capabilities statement showing the maximum construction capacity your firm can adequately perform. The contractor has to be familiar with this type work and should have done it before. The contractor should have experience in design and construction of dams and dams related structures as intake towers, valves, gates, cranes, hoists, bridges, tunnels and earth fill work. 3. There are three (3) Attachments showing the 1) Aerial photograph of the Dam, 2) Generator supply line valve & 3) New Piezometers. Kajaki Dam is located on the Helmand River approximately 90 kilometers northwest of Kandahar City, Afghanistan (32.323N, 65.119E). Kajaki Dam serves a multi-purpose role in supplying hydropower, irrigation storage and flood control. Kajaki Dam was built in 1950,s by USBR using MK as their prime contractor and is the primary source of sustainable water and power for the Kandahar City and Lashkar Gah regions. The original kajaki dam construction had two phases: the first phase was completed in late 1950,s and the second phase was started in late 1960s which was halted due to Soviet invasion. Due to nearly 30 years of neglect and lack of proper operation maintenance most of the facilities are in a critically deteriorated state and require repairs and or replacement. It is anticipated that the first rehabilitation program will cover the rehabilitation of existing irrigation inlet structure, house generator supply line valve and piezometers. When solicited, the proposed contract shall be awarded to a qualified firms or joint ventures from the United States or International firms. The North American Industry Classification System (NAICS) Code is: 237990, Other Heavy and Civil Engineering Construction (Dam Construction). PROJECT PURPOSE: The purpose of this project is to inspect the Kajaki Dam Irrigation Intake structure, house generator and piezometers and perform any maintenance and repairs needed to fully restore their functionality. Needed repairs will most likely include, but not necessarily be limited to: servicing, installing, upgrading, replacing and/or repairing: 1) The intake tower structural elements, 2) the maintenance bulkhead gate seals,3) the intake structure hoist, 4) the intake wheel gate, 5) the trash rack panels, 6) the intake tower overhead traveling crane, 7) lifting beam for handling the intake gate and bulkhead gates, 8) the lifting beam for the trash rack panels, and 9) associated chains, cables and miscellaneous mechanical parts,10) rehabilitate/ repair existing house generator supply line valve, 11) replace/ repairs existing 35 piezometers and add additional monitoring instrumentation if needed. A description of the purpose of each of these features and the work to be performed may be requested separately if needed. RESPONSE REQUIREMENTS: All interested forms should send their presentation via e-mail to Betty Jo Spiering at BettyJo.L.Spiering@usace.army.mil with a courtesy copy to TAS.contracting@usace.army.mil. Presentations do not need to be in color and should be no more that twenty-five (25) pages in length. No hard copy or facsimile submissions will be accepted. This sources sought announcement is for market research purposes only, and IS NOT A REQUEST FOR PROPOSAL (RFP)., nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice.
