Description
National Aeronautics and Space Administration (NASA) Kennedy Space Center (KSC) hasa requirement for 19, 30-gallon drums of Dibrom 14 to control mosquitoes in outlyingareas of KSC, where the use of aerial equipment is necessary to apply chemicals to areasimpossible to spray without an aircraft. Dibrom 14 is supplied annually by KSC to theBrevard County Mosquito Control District (BCMCD) in accordance with the Mosquito ControlAgreement between KSC, Air Force Eastern Test Range, US Fish and Wildlife Service(USFWS), and Brevard County. AMVAC Chemical Corporation, the manufacturer of Dibrom 14,has verified that Adapco, Incorporated of Sanford, Florida is the sole distributor ofthis product for the state of Florida. Other authorized distributors are prohibited fromdistributing the product beyond their state or assigned territory. NASA/KSC intends topurchase the 19, 30-gallon drums of Dibrom 14 from Adapco, Incorporated of Sanford,Florida. Dibrom 14 is an adulticide used to control mosquitoes. There are several areasat the Launch Pads and Launch Complex 39, where normal chemicals used at KSC cannot besprayed due to chemical corrosiveness and flight hardware. Moreover, these areas are alsovery large and impossible to spray without an aircraft, which KSC does not possess. TheMosquito Control Agreement provides the equipment (aircraft) to spray large areas ofwater in the KSC area to control mosquitoes without having to spray directly around thelaunch pads. KSC procures and supplies the Dibrom 14 to BCMCD for spraying. Dibrom 14 isthe only chemical that can be used, because it is the only chemical BCMCD is licensed tospray in the KSC and impound areas. The Government intends to acquire a commercial itemusing FAR Part 12. Interested organizations may submit their capabilities andqualifications to perform the effort in writing to Donny Wood at donald.wood@nasa.gov,not later than 8:00 AM EST on Wednesday, July 11, 2011. Such capabilities/qualificationswill be evaluated solely for the purpose of determining whether or not to conduct thisprocurement on a competitive basis. A determination by the Government not to compete thisproposed effort on a full and open competition basis, based upon responses to thisnotice, is solely within the discretion of the government. Oral communications are notacceptable in response to this notice. All responsible sources may submit an offer whichshall be considered by the agency. An Ombudsman has been appointed.
