- Description
- The Bureau of Public Debt, on behalf of the Denali Commission in Anchorage Alaska intends to negotiate on a sole source basis, under authority of FAR 13.106-1(b)(1), with State of Alaska, Department of Labor and Workforce Development (DOLWD), Research & Analysis Section, PO Box 11501, Juneau AK 99811-5501 for the provision and annual update of the Distressed Communities report. The contract will be issued for a base year, and four option periods, effective October 1, 2011. The report is critical to the Denali Commission mission; distressed communities can receive up to 80% of the funding necessary to construct community health facilities in rural Alaska. Non-distressed communities can only receive up to 50% of the necessary funds. Communities are identified as distressed based on the following criteria: 1. Per capita market income* no greater than 67% of the U.S. average 2. 150% of the U.S. average or greater of Poverty Rate* 3. 3 year unemployment rate* at 150 percent of the U.S. average or greater Or have twice the U.S. poverty rate* and qualify on one other indicator. *As defined by the State of Alaska Department of Labor and Workforce Development (DOL&WD). The bulk of the raw data used to create this report is gathered, maintained and interpreted by the State of Alaska DOLWD. The remainder of the data is collected by State entities and is not accessible by non-State entities, as it is collected on an individual basis. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
