Description
The purpose of this RFI is to conduct market research which will be used to formulate an acquisition strategy to provide Subject Matter Experts (SME ™s) for the instruction of Basic and Advanced Combat Trauma Training (CTT/LTT) classes for Marine Expeditionary Force (MEF) Marines and Corpsmen. The Regional Contracting Office, National Capital Region (RCO-NCR) is requesting responses from qualified businesses. The qualifying code for this effort is 611699. The mission of the Training and Education Command (TECOM) is to develop, coordinate, resource, execute, and evaluate training and education concepts, policies, plans, and programs to ensure Marines are prepared to meet the challenges of present and future operational environments. TECOM has a requirement to provide Basic and Advanced CTT, to include LTT, to MEF Marines and Sailors. Training includes classes and exercises to instill students with Combat Trauma Training skills. This training is vital in order to diminish severity of injuries and loss of life, and to ensure optimal medical care, in accordance with the appropriate governing authorities, is provided to wounded personnel. The TECOM, GTD requirement will require contractor support with the (1) Capability to implement and sustain mission capabilities through execution of Basic CTT with Live Tissue training; (2) Capability to implement and sustain mission capabilities through execution of Advanced CTT with Live Tissue training. (3) Capability to provide didactic education and practical application classes, as well as exercises to test CTT skills under a variety of scenarios and adhere to the categories (levels of training) outlined in the Pre-Hospital Trauma Life Support, Military Manual, (current edition); (4) Capability to provide facilities to accommodate didactic and live tissue training support within 50 miles of designated Marine Corps installations (e.g. Camp Lejeune NC, Camp Pendleton CA, Twenty-nine Palms CA, Hawaii) and not within the confines of any federal or military installation; (5) Capability of facilities and location to meet, or exceed the standards established by the Animal Welfare Act of 1966, Chapter 1, 'Institutional Animal Care and Use Committee (IACUC)' and the associated Marine Corps policy; (6) Capability to support operational training scenarios, to provide shelters for field training, power generating systems, and training supplies for the classroom so as to ensure consistent compliance with applicable statutes; (7) Capability to obtain certification by Headquarters, USMC Health Services (HQMC-HS), to conduct CTT with LTT; (8) Capability to provide skilled care and handling of live tissue patient models. Responses to this RFI shall not exceed ten (10) pages, including cover letter and contact information. Subject response must contain: (1) Capability statement sufficient to demonstrate performance acumen directly related to the objectives listed above; (2) Link to the respondent ™s Seaport-e IDIQ, or attached file of same; (3) Citation of any current or past customers (i.e., within the past two (2) years) to include contract number, point of contact telephone number or e-mail address; and (5) other material relevant to establishing core competencies of the firm. Any information the vendor considers proprietary should be clearly marked as such. The U.S. Government will not pay for any information or administrative costs incurred in response to this RFI.
