Description
This is a SOURCES SOUGHT NOTICE for Market Research ONLY. The purpose of this notice is to gain knowledge of potential sources relative to NAICS 561612. Responses to this notice will be used by the Government to make appropriate acquisition decisions. Interested sources shall respond not later than Wednesday, 29 June 2011 at 12:00 noon Pacific Time. BACKGROUND The mission of Immigration and Customs Enforcement / Enforcement and Removal Operations (ICE/ERO) is to identify, arrest, and remove aliens who present a danger to national security or are a risk to public safety, as well as those who enter the United States illegally or otherwise undermine the integrity of our immigration laws and border control efforts. ICE/ERO upholds America's immigration laws at, within and beyond our borders through efficient enforcement and removal operations. This mission requires ERO to plan, manage, and direct a variety of programs related to supervision, detention and deportation of detainees. ERO is also responsible for carrying out final orders of removal for detainees who are deemed removable from the United States. ERO manages the custody for one of the most highly transient and diverse populations of any correctional or detention system in the world. ERO strives for ongoing efficiency and effectiveness in the detention, transportation and guard operations in order to provide for safety, security and appropriate care of aliens while in custody. Currently, the ICE/ERO detention system includes local and state facilities operating under intergovernmental service agreements (IGSAs), contract detention facilities (CDFs), and federally owned facilities. Likewise, the ICE/ERO transportation network is comprised of ICE-owned/operated vehicles as well as vehicles/staffing resources which are provided by contractors. Description of Services: This Sources Sought Notice is looking to identify capable vendors who can accomplish the following: Provide escort and armed guard services of detainees in ICE/ERO custody between various locations. Vendors must be capable of providing Detention Transportation Officers (DTO). Transportation and Detention guard services will entail bus, van, and/or sedan over the road transport services, courtroom security services, and medical escort services and guard duties. The mission objective is to pick-up and safely transport detainees as expeditiously and efficiently as possible to/from processing centers, detention facilities, Ports of Entry/Exit, release locations, airports, jails, prisons, court houses, juvenile centers, points of apprehension, hospitals and other points as needed and directed by the ICE/ERO. The vendor must demonstrate their ability to ensure the security, control, and well-being of detainees and accountable for the detainees' personal possessions during transportation / guarding. This Sources Sought is focused on identifying interested parties for the following geographic regions as identified by the post locations: Region 1: Los Angeles Region: Post Locations: Los Angeles, Lompoc, Lancaster, San Bernardino, Santa Ana and Ventura. Region 2: San Francisco Region: Post Locations: San Francisco, San Jose, Bakersfield, Fresno, Sacramento, Stockton Region 3: Arizona Region: Post Locations: Phoenix, Florence STAFFING All Detention Transportation Officers must have appropriate background clearances, training, certifications and licenses. • Personnel shall be U.S. Citizens, must reside in the United States, and must be at least 21 years of age. • All employees shall have as a minimum one year of experience as a law enforcement officer or military policeman or six months experience as a security officer engaged in functions related to detaining civil, administrative detainees or in a security environment setting. VEHICLES The vendor may be required to provide suitable vehicles in excellent condition and approved by the Government to safely provide the required transportation services. These vehicles will be detainee transport vans and buses that have been designed and built as secure units that are highly reinforced for the safety of the officers and the control of the detainees and meet ICE Performance Based National Detention Standards ( http://www.ice.gov/detention-standards/2008/ ). Compartmentalization for individual, dual, and community holding areas will be necessary. Vehicles will be radio equipped for emergency communication. RESPONSES Interested parties should provide brief statements of capability outlining past work and existing capabilities that is related to this requirement as identified above. Limit your capability statements to 10 pages or less. • Interested parties should provide capabilities for any and/or all of the three (3) regions. Interested parties can provide capabilities for one region, two regions, or all three regions. For each region, the vendor must have the ability to provide services at each of the listed locations. • Interested parties in Region 1 and Region 2 should only provide capabilities to staff DTO positions and should not indicate vehicle capabilities. • Interested parties shall include your company name, address, point of contact, phone number, and email address in your packet. Interested parties shall also address the following questions within their capability statements: 1. What is your business size IAW NAICS (small or large)? 2. What is your socio-economic status, if applicable? 3. Do you have a GSA Schedule related to the services identified in this notice? If so, please provide the details. 4. Are you active and current in CCR? If your firm is capable of providing the services described above, please submit the required documentation (10 pages or less) in response to this notice. Questions will be accepted by email ONLY. There is no guarantee of a subsequent procurement or contract - this is only MARKET RESEARCH.
