This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This announcement constitutes the only solicitation; a quote is being requested and a written solicitation will not be issued. The NAICS code is 519130; the size standard is 500 employees. This contract action is being solicited as Firm Fixed Price and as a Unrestricted procurement. All responsible sources may submit a quotation which shall be considered by the agency. This procurement is being processed under FAR part 13.5, Test Program for Certain Commercial Items in conjunction with FAR Part 12, Acquisition of Commercial Items. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-52 (effective 31 May 2011) and Defense Federal Acquisition Regulation Supplement (DFARS), change notice 20110623. It is the offerors responsibility to be familiar with all applicable clauses and provisions. REQUIREMENT INFO -Headquarters U.S. Army Medical Command Libraries requires access to current and past medical research and references via online resource aggregators. References must be available to health care providers via an electronic format for use at CONUS and OCONUS locations. A list of titles are listed in the Statement of Work as well as all Army Medical organizations that will require concurrent users. When reviewing the Statement of Work, the requested titles need to be available on one database. No substitution of titles will be accepted. The base period of performance will be 1 Jan 2012 thru 31 Dec 2012 with (3)-one year option periods. The government reserves the right to exercise or not exercise the option periods specified. 0001 Medical Specialty Textbooks Subscription 1 Yr IAW the Statement of Work, dated 7 June 11 Firm-Fixed Price (FFP) 1001 (Option) Same as above 2001 (Option) Same as above 3001 (Option) Same as above STATEMENT OF WORK 7 June 2011 HQ, U.S. Army Medical Command Libraries Army Medical Dept - Medical Library & Information Network (AMEDD MEDLI-NET) Subscription to E-Textbooks 1. General. Subscription to electronic, cross-searchable collection of evidence-based and authoritative full-text medical specialty textbooks. 2. Background/Objectives. Multiple civilian and military governmental agencies provide health care or health care support services with the goal of providing consistent optimal care. Customers requiring access include active or retired military, reserve, guard, and civilian personnel, inclusive of families. Successful execution of this shared mission requires access to current and past medical research and references via online resource aggregators. Library references must be available to health care providers via an electronic format for use at CONUS and OCONUS locations. A collection of Web-based/electronic textbooks (e-textbooks) across all the major medical disciplines is required for physicians, residents, physician assistants, nurses, nurse practitioners, health care administrators, students plus the full-spectrum of personnel from the medical center/teaching hospital, hospital, research laboratory, clinic, or ship to deployed status. Title coverage is crucial. Nursing and allied health training programs use many of these textbooks, including Current Diagnosis & Treatment in Orthopedics, Current Diagnosis & Treatment in Otolaryngology-Head & Neck Surgery, Special Operations Forces Medical Handbook, Laboratory Tests & Diagnostic Procedures with Nursing Diagnoses, Harrison's Principles of Internal Medicine, and Trauma (Moore). 3. Scope. The scope of this contract includes site licenses to e-textbooks for customers. 4. Contract Period. The base period of this contract shall be for twelve months following the award with three, 12-month optional contract periods. 5. Tasks. 5.1. The contractor shall provide multiple, simultaneous access via Internet/World Wide Web to its Web site. 5.2. The contractor shall ensure an Internet browser, such as Microsoft's Internet Explorer, Firefox, Opera, or Netscape, which enables sites/authorized users to search and retrieve full-text books. 5.3. The contractor shall provide seamless access to the medical specialty text-books table of contents and chapters including graphic illustrations (images, tables, etc.) within these textbooks. 5.4. The contractor shall ensure access to this collection of medical specialty textbooks listed in (Technical Exhibit A., 3.0). The Government reserves the right to make minor substitutions/changes to those textbook titles listed, if any of the textbooks become unavailable from the contractor during the current contract period or due to changing Government mission requirements. The contractor shall provide 30 days prior notice of textbook title unavailability to the Technical Point of Contact (POC) identified in section 8 of this SOW. Notification shall be accomplished via email. 5.5. The contractor shall ensure access with the following capabilities: 5.5.1. The search interface provides the option of searching across all resources simultaneously in one search statement or searching specific titles. Basic search with simple text queries or full Boolean search functions, as well as subject and keyword searching, filtering by text type (table of contents, documents, tables, references, images), and context-sensitive help screens to assist users in the search process in the product. Spelling corrections and related concepts will be provided to focus your search. The database of electronic full-text medical specialty textbooks will reside at their data center requiring no installation or maintenance on the Government's part. 5.5.2. Option to select the basic or advanced searching interface with full Boolean search functions. 5.5.3. Results shall be displayed in relevance-ranked order. 5.5.4. Results shall also be provided for other resources, such as PubMed and the National Guidelines Clearinghouse. 5.5.5. Links are provided to resources available on the Internet, links to other locations in the database (tables, figures, references, footnotes, or table of contents), and links to pop-up definitions. 5.5.6. Accessible to the users 24 hours a day, 7 days a week, excluding website maintenance requirements. The contractor shall provide 30 days prior notice of accessibility unavailability resultant from upgrade or other electronic maintenance requirements. Notice shall be accomplished: - by submission of an email to the Technical POC in section 8 of this SOW, and - by posting of a notice to the website. 5.5.7. Access to this product is protected by IP address authentication or password. 5.6. The contractor shall ensure users are able to: 5.6.1. Print citations or, when available, full-text articles. 5.6.2. Download citations or, when available, full-text articles. 5.7. The contractor shall provide to the Government Technical POC their technical contact for this contract. Customer service shall be available to troubleshoot Web site/connectivity issues via phone, email, etc. 24 hours a day, 7 days a week. 6. Deliverables. 6.1. The contractor shall provide the following monthly usage reports to the Government Technical POC by the 15th of the following month. - Number of User Sessions - Number of document searches and retrievals - Number of table of contents search and retrievals. 6.2 Monthly Usage Report deliverables shall be available via the Internet, or provided to the appropriate POC(s) via email. 7. Library/User Accessibility. Access to the contractor's Web site shall be available to the Government libraries/users participating in this contract and will be accessible via IP authentication or user IDs/passwords assigned to their site. Internet/Web/PDA access is available 24 hours a day from medical treatment facilities (via IP authentication) as well as from remote locations (home, office, TDY, deployment) via user name and password. 8. Unacceptable - An unacceptable rating will be assessed on any offeror that presents items that demonstrate any of the following: 1. Fails to provide sufficient detail for the Government to determine whether the items satisfactorily meet the requirements of this solicitation. (ii)Price. Prices will be reviewed to determine fairness and reasonableness. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
