Description
** Notice of Total Small Business Set-Aside ** Information and/or offers are requested only from small business concerns. Information and/or offers received from concerns that are not small business concerns shall be considered nonresponsive and will be rejected. Any award resulting from this Solicitation will be made to a small business concern. Definition: Small business concern, as used in this announcement, means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the North American Industry Classification System (NAICS) standards in this Screening Information Request (SIR), Request for Proposal (RFP) at the time of submission of offer. The Federal Aviation Administration (FAA), Aeronautical Navigation Products (AeroNav Products) provides services to ensure the standard development, evaluation, and certification of instrument flight procedures for civil and military customers worldwide. The FAA's AeroNav Products designs and develops Instrument Flight Procedures (IFP's), publishes aeronautical charts and digital products for air carrier, military, general aviation pilots and others for use throughout the United States and around the world.AeroNav Products require contract support to develop a computer application to replace the existing Aeronautical Radio, Inc. (ARINC) Specification 424 encoding computer application. This tool must be capable of producing an ARINC 424 ASCII file for all types of area navigation (RNAV) and non-area navigation (commonly referred to as "conventional") terminal instrument flight procedures types as well as Standard Terminal Arrival and Departure procedures, and have the capability of outputting the associated FAA and DoD forms that contain the procedure coding such as an FAA form 8260-10. The North American Industry Classification System (NAICS) code is 541511. The FAA contemplates award of a firm-fixed-price contract with an 18-month performance period. All interested sources are advised that the FAA will not pay for any information or any administrative costs incurred that are associated with any response received from industry in response to this Screening Information Request (SIR), Request for Proposal (RFP). Therefore, any costs associated with vendor's Request for Proposal (RFP) submissions will be solely at the interested vendor's expense. This Notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has a program to assist small businesses, small businesses owned and controlled by a socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
