Description
SYNOPSIS This acquisition is being conducted under FAR 6.303-1, Justification for Other Than Full and Open Competition, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. A sole source contract to Lockheed Martin is required because significant portions of C4ISR systems and subsystems are based on proprietary software and technology that is closely integrated into Coast Guard's surface platforms. The Coast Guard's Command, Control, Computers, Communication Intelligence, Surveillance and Reconnaissance (C4ISR) systems have been deployed and are now operational on multiple Coast Guard vessels, aircraft and shore facilities. The C4ISR is a suite of sensors that provide situational awareness to commanders and other personnel. Additionally, the C4ISR software integrates the sensors and interfaces with various command and control systems (radar, navigation, fire control, etc.) In order to sustain the C4ISR outlined above, the Coast Guard will be issuing a solicitation for: maintaining and enhancing the command and control software baselines; maintaining and enhancing the C4ISR systems deployed on all Coast Guard assets; providing hardware support to include Diminishing Manufacturing sources and Material shortages (DMSMS) - monitoring and implementing corrective measures; providing Depot Level Maintenance Support and other supportive services. At this time, there are no other sources that can fully provide the required support necessary to keep these complex systems operational.
