Description
PRESOLICITATION NOTICE: On or about July 8, 2011, the National Park Service will release Solicitation Number P11PS51293 for landscaping services to clean, realign and straighten headstones at Vicksburg National Cemetery in Warren County, MS. The 46 acre national cemetery has over 18,000 burial markers from several wars, most notably the American Civil War. Of these, about 13,000 unknown markers with dimensions of 6" x 6" x 8" tall; approximately 4,000 known markers with dimensions of 4" x 10" x 18" tall, approximately 900 markers from post Civil War burials with dimensions of 4" x 13" x 18" tall and fewer than 100 non-government issue of various dimensions. In areas throughout the National Cemetery there are unknown markers buried at ground level and will have to be raised and aligned accordingly. Many of the markers have become discolored and unreadable due to biological growth and staining by organic compounds. Other have begun to shift and tip over as water and root systems impact the surrounding landscape. The project estimated price range is between $25,000 and $100,000. SCOPE: The work consists of, but not limited to, furnishing all supervision, labor, equipment, fuel, transportation, materials, management and tools necessary to perform the following tasks: 1) Clean markers with an application of D/2 Biological Solution (or appoved equal) followed by pressure washing;2) Straighten and Realign approximately 40% of all grave markers (1/4" space tolerance will be allowed) and some unknown markers at ground level will need to be raised and realigned; and3) Repair any damage and or ground disturbed resulting from the performance of work. MEASURABLE RESULTS: Successful completion of this project will reveal clean, straight rows of headstones in the national cemetery, and in so doing will demonstrate responsible stewardship of the final memorials of over 18,000 United States citizens. BID DOCUMENTS: Interested parties may access the solicitation on-line from the Department of the Interior National Business Center-Electronic Commerce (IDEAS-EC) web site at http;//ideasec.nbc.gov. Project specifications, drawings and related files will be in portable document files (PDF) and can be accessed from the solciitation/amendment page by clicking the "Clauses and Attachment" link. Paper copies of this solicitation and amendment, if any, will not be issued. TELEPHONE, E-MAIL, OR FAX REQUESTS FOR THE SOLICITATION WILL NOT BE ACCEPTED. A 30-day response time for receipt of bids from the date of issuance of a solicitation will be observed. The exact date and time for receipt of bids shall be set forth in the solicitation. SET-ASIDE: This acquisition is set-aside 100% for Service Disabled Veteran Owned Small Businesses. The applicable North American Industry Classification System (NAICS) Code is 561730 with a small business size standard of $7 million. Offers are solicited only from service-disabled veteran-owned small business concerns. Offers received from concerns that are not service-disabled veteran-owned small business concerns shall not be considered. BID SUBMISSION: Electronic quotations or offers will be received via the Interior Department Electronic Acquisition System - Electronic Commerce (IDEAS-EC) system. Login is not required to access bid documents, however, the vendor will need to login IDEAS-EC using DUNS and MPIN in order to submit a bid. To obtain a MPIN the prospective contractor shall register in Central Contractor Registration (CCR) database. BASIS OF AWARD: The Government anticipates a single, firm-fixed price contract with a period of performance of 180 calendar days. Evaluation of quotations or offers will include only price and past performance factors. The award decision will be based on whether the lowest priced of the quotations or offers having the highest past performance rating possible represents the best value when compared to any lower priced quotation or offer. The anticipated award date is August 22, 2011. BONDS AND INSURANCE: A bid bond will not be required; however the successful contractor shall be fully insured (worker's comp, general liability, automobile, etc.) as required by federal and state law or regulation.
