Description
PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This procurement is being conducted in accordance with FAR Part 15. The Department of the Interior (DOI), Bureau of Ocean Energy Management, Regulation and Enforcement (BOEMRE) intends to competitively award a cost type contract as a result of this notice. There are no set aside restrictions. The BOEMRE, Procurement Operations Branch, is the contracting office for this procurement and the resulting contract administration. All potential Offerors must be registered in the Central Contractor Registration (CCR) database (www.ccr.gov) in order to receive Government awards. The applicable NAICS Code is 541990, All Other Professional, Scientific, and Technical Services. The estimated range for the award is between $460,000 and $498,000.00. The period of performance of the resultant contract is expected to be 30 months from the date of award.ShoreZone mapping is a technique that will provide BOEMRE with the most comprehensive biological, physical, and geomorphologic data of the Beaufort and Chukchi coastal areas. The BOEMRE analysts and decision makers will use shoreline mapping information for identifying high priority fish and wildlife habitats in National Environmental Policy Act (NEPA) and Endangered Species Act (ESA) analyses and documentation for Lease Sales, Exploration Plan Proposals (EPP) and Development Plan Proposal (DPP) and in post-sale and post-exploration decision making. The data will also provide an improved level of detail for use in: coastal contingency planning and oil spill response; monitoring habitat change in the event of context of future offshore oil, gas and mineral development activities and updating Environmental Sensitivity Indices (ESI). This study will collate and classify available coastal imagery for the Alaska North Slope from sources including: 1) 2001 NOAA imagery, collected in support of ESI mapping ~ (3,606 km of coastline, 2) 2001 BP imagery collected in support of spill response planning programs (825 km of coastline), 3) 2006 and 2009 USGS imagery collected in support of their coastal hazard assessment program (~5,000 km of coastline). The video imagery will be interpreted and mapped (housed in ArcGIS and Geodatabase) into catalogs to provide a spatial framework for coastal habitat assessment on local and regional scales. This project will also provide ground surveys to get detailed physical and biological measurements throughout the various and often unique Chukchi and Beaufort coastal habitats. At least 25 stations will be established in each region with the potential for long term monitoring in the future. Sediment samples will be archived from each shore station for hydrocarbon analyses in the event of a local or regional oil spill. The Arctic ShoreZone Shore Stations will be added to the statewide database and made available online to the public in a spatially explicit and query able database. This data will aid our understanding of the differences between the coastal shorelines of these two regions and also increase our ability to detect future changes.
