- This is a SOURCES SOUGHT notice. This is NOT a request for proposals. The U.S. Army Corps of Engineers, Detroit District, is seeking potential firms that have the capability to provide services for a Design-Build Construction Contract for one additional parking deck level added to the existing 4-level South Parking Garage at the Veterans Affairs John D. Dingell Medical Center, Detroit, Michigan. The new parking deck would provide space for about 160 cars over a 52,000 sqft area. Required work will include extension of the existing elevator system to the new deck. Construction and architectural must match existing garages. The estimated dollar value of this contract is between $1,000,000.00 and $5,000,000.00. The work shall include but not be limited to all Demolition, Testing, Traffic Control, Paving, Landscaping, Cast-In-Place Concrete, Pre-cast Concrete:, Masonry, Miscellaneous Iron, Carpentry, Spray on Fireproofing, Roofing, Joint Sealers and Expansion Joints, Doors and Hardware, Glass and Glazing, Ceramic Tile, Painting, Building Signage, Elevator Modifications, Plumbing, Fire Protection, HVAC, Electrical, Camera System Additions, Telephone System Additions, Fire Alarm System Additions, and other work as required by the plans and specifications. The project requires knowledge of precast concrete and structural steel design for parking garages and elevator design and construction. The contract will have a one year duration. The estimated award date of the contract is 30 September 2011. The North American Industrial Classification System (NAICS) code is 236220, which has a small business size standard of $33.5 million in average annual receipts. ALL Qualified firms (large and small businesses, service disabled veteran owned businesses, HUBZone firms, Woman Owned, 8(a) firms) are encouraged to respond. The response to this notice shall be in summary format and shall not exceed five (5) pages. Do NOT send an SF 330. Responses shall include: •(1) A completed Sources Sought Information Request Form. •(2) If applicable, identification and verification of the company as a Small Business, HUBZone, 8(a), or Service Disabled Veteran Owned Business, subject to verification by the Small Business Administration. •(3) A letter from the firm's bonding company verifying that the firm can be bonded up to the amount of this project. •(4) Past Experience - provide descriptions of three projects substantially complete or completed within the last five years which are similar to this project in size, scope, and dollar value. With each project experience provided, include the date when the project was completed or will be complete, location of the project, contract amount and size of the project, the portion and percentage of work that was self performed, and a description of how the experience relates to the proposed project. •(5) A statement identifying what portion of the work would be self performed, and how it would be accomplished. No basis for claim against the Government shall arise as a result of a response to this sources sought or Government use of any information provided. The Government will not pay for information or comments provided and will not recognize any costs associated with submission of comments. Attachments must be provided in either Microsoft Word or Adobe Acrobat PDF format. Please send responses by no later than 2:00 PM local prevailing time at Detroit, MI on 24 June 2011.
