- This Sources Sought Notice (SS) is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the National Heart, Lung, and Blood Institute (NHLBI). The purpose of this SS is to identify qualified small business concerns [including Small Disadvantaged Businesses (SDB), Woman-owned Small Businesses (WOSB), Historically Underutilized Business Zone (HUBZone) Small Businesses, Veteran-Owned Small Businesses (VOSB) and Service-Disabled Veteran-owned Small Businesses (SDVOSB] that are interested in and capable of providing the below spinning disc confocal system. The NHLBI does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted. As a result of this Sources Sought notice, the NHLBI may issue a Request for Quote (RFQ). THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. However, should such a requirement materialize, no basis for claims against NHLBI shall arise as a result of a response to this Sources Sought notice or the NHLBI's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. The NHLBI is seeking capability statements from all eligible small business concerns [particularly Small Disadvantaged Businesses (SDB), Woman-owned Small Businesses (WOSB), Historically Underutilized Business Zone (HUBZone) Small Businesses, Veteran-Owned Small Businesses (VOSB) and Service-Disabled Veteran-owned Small Businesses (SDVOSB)] under the North American Industry Classification System (NAICS) code 334516 with a size standard 500 employees. Based on the responses received from this SOURCES SOUGHT announcement, the proposed acquisition may be solicited as a Total Small Business Set-Aside. All eligible small business concerns responding to this Sources Sought Announcement must have the capabilities to provide Services/supplies as below. Major tasks required of the Contractor include the following: The Center for Human Immunology, National Heart, Lung, and Blood Institute, is involved in the study of characterizing normal and pathogenic human immunome. As part of these studies, the Government collects and process large volume and quantity of donor and patient blood samples for cellular and molecular assays. Therefore, there is a need to purchase various equipment listed and described below in order to further NIH research in clinical sample collection, cell biology, and molecular biology. 1. Tissue Culture Microscope, quantity 1 each • Advanced ergonomic design and features • Easy-to-use mouse-controlled imaging software • 3MP color digital camera • 12.1-inch LCD display (1024 x 768 pixels) 2. Mini Centrifuge with 2 rotors, 115-240v,quantity 2 each 3. Universal air/gas piping for Biological Safety Cabinets, quantity 5 each 4. Biological Safety Cabinets, quantity 5 each • The biosafety cabinet must be independently tested and certified to NSF/ANSI 49. • The cabinet must use SmartFlow TM technology, automatically adjusting the airflow speed without the use of a damper to ensure continuous safe working conditions, even without maintenance adjustments. • Unit shall have all metal plenums designed for easy removal at filter change. (Non-metal, fabric type plenums are not acceptable.) • In order to preserve safety to the user and the environment, the exhaust blower on the cabinet must continue operating when the supply blower stops working. If the exhaust blower should fail, the supply filter will also be turned off. • In order to alert the user to a restriction in airflow or compromised safety, the cabinet must use Digital Airflow Verification pressure sensors (rather than anemometers) to detect pressure drop across the supply and exhaust filters. Pressure sensors must be encased in order to protect the sensor from temperature, humidity and other environmental phenomena that can impact the sensor's performance. • The microprocessor must display the inflow and downflow air velocities in real-time on an LED display to ensure the user knows whether or not the cabinet is working under safe operating conditions. • The front window can be either an 8 or 10" sash opening and be made of laminated safety glass to ensure containment of potentially hazardous samples in the case of accidental glass breakage. • All interior and exterior parts must be smooth to ensure no risk of cuts to users or maintenance personnel. • The front of the cabinet must be angled 10º to help minimize glare on the window to the user, and to ensure that the user's posture is comfortable during a working session. Inadequate user ergonomics in a safety cabinet may lead to excessive fatigue, unsafe working habits and harmful consequences to user safety or product contamination. • The cabinet noise level must be less than 62 dB(A) for a 3 foot or 4 foot cabinet and less than 64 dB(A) for a 5 foot or 6 foot cabinet as measured in a sound proof room 12 inches in front of the cabinet and 15 inches above the work surface. Lower noise levels promote more comfortable and safer working habits of the user. • The microprocessor controller must be located on a slanted front panel so it is easy to see and reach from a seated working position in front of the cabinet. • The front window must use SmartClean TM to ensure it is accessible for cleaning without requiring the user to remove or support the window. • The sides shall be double walled construction under negative pressure allowing side access through the SmartPort for tubing and cables without compromising NSF-tested containment. • The biological safety cabinet must be capable of achieving current state-of-the-art in energy efficiency. A biological safety cabinet with 8 inch work aperture, with lights on and fan at operating speed should consume <150W for a nominal 3 foot cabinet;<180W for a nominal four foot cabinet; <280W for a nominal 5 foot cabinet; or <360W for a nominal six foot width cabinet. • The cabinet must have a Night-set-back mode, ensuring cabinet cleanliness and reduced energy consumption when the window is closed and the cabinet is non-operational. • In order to provide maximum effectiveness, efficiency and safety to laboratory personnel, an optional UV light must be programmable to allow for specific exposure times from 0 to 24 hours without continuous reprogramming. The automatic shut off feature on the UV light saves money on replacement of the bulbs. 5. Inside delivery Interested qualified small business organizations should submit a tailored capability statement for this requirement, not to exceed 20 single-sided pages (including all attachments, resumes, charts, etc.) presented in single-space and using a 12-point font size minimum, that clearly details the ability to perform the aspects of the notice described above and in the draft SOW. All proprietary information should be marked as such. Statements should also include an indication of current certified small business status; this indication should be clearly marked on the first page of your capability statement (preferably placed under the eligible small business concern's name and address). Responses will be reviewed only by NIH personnel and will be held in a confidential manner. All capability Statements sent in response to this SOURCES SOUGHT notice must be submitted electronically (via email) to Deborah Coulter Contract Specialist, at coulterd@nhlbi.nih.gov in either MS Word or Adobe Portable Document Format (PDF), by Ju1y 7, 7:30 AM, EST.
