Description
J&A Intent to Awd PWS Cover Letter Cover Letter INTRODUCTION: Work is to be accomplished for Warner Robins Air Logistics Center (WR- ALC), GA, herein referred to as the Client, through General Services Administration (GSA), Federal Acquisition Service (FAS), Assisted Acquisition Services Division (AASD), and Southeast Sunbelt Region. PROJECT BACKGROUND The Warner Robins Air Logistics Center (WR-ALC) is the primary Air Force Depot responsible for multiple weapon systems and subsystems. The Aircraft Repair Enhancement Program (AREP) is comprised of disciplined processes and procedures, organizational, and systematic operating elements designed to improve depot-level aircraft repair productivity, with the overall goal of increasing aircraft mission capability, reliability and maintainability. The AREP includes processes that streamline the industrial and maintenance support practices for aircraft repair; provide improved visibility of recurring repair issues for tail numbers and the fleet; identify solutions to correct aircraft deficiencies; provide accurate forecasting of maintenance requirements and establish accurate performance metrics for quality, schedule and cost, with the ultimate goal of improving mission capability and reliability. The overall objective of this PWS is to provide engineering services and integrated solutions to Warner Robins Air Logistics Center (WR-ALC) in support of the overall AREP goals. These services shall include Logistics Support, Data Management Initiatives, Interactive Electronic Technical Manual (IETM) and Lean Support. SCOPE The primary objective of this Performance-Based Work Statement (PWS) is for technical support services in support of Strategic Aircraft Improvement Plan (SAIP) in support of the overall Aircraft Repair Enhancement Program (AREP) and Maintenance Transformation goals. The plan shall be to support the C-17 existing Global Sustainment Partnership (GSP) and the Globemaster Integrated Sustainment Program (GISP). GSP (end of FY11) and GISP (Start of FY12) support will include program management, analysis, and sustainment resolution recommendations as required. In addition, support will also include the implementation and monitoring of workload transitioning progress and activities. Another objective of this requirement is to assist in sustainment of existing applications, architecture design, and other application activities associated with the WR-ALC/GRG Integrated Data Environment (IDE) and. This involves continuously analyzing data requirements, providing application maintenance support of existing applications, updating all supporting documentation, conducting application testing to ensure optimal performance, and maintaining Certification and Accreditation and compliance with the Enterprise Information Technology Data Repository (EITDR). The third objective is support of C-17 Lean initiatives. This involves support to assist in the transformation efforts on-going in the C-17 organization. The fourth and last objective is to provide support to assist in the Technical Order Conversion of S1000D IETMs. Processes and procedures will need to be created and maintained within the C-17 organization to be utilized throughout the Air Mobility Command Fleet.
