- Wireless Voice and Data Request for Information (RFI) THIS IS NOT A REQUEST FOR PROPOSAL. THERE WILL NOT BE A SOLICITATION AT THIS TIME. This is a Request for Information (RFI) and will not result in an award. The Chief Administrative Officer (CAO) is one of three Officers of the U. S. House of Representatives (hereinafter "House") along with the Clerk and the Sergeant at Arms. The Officers, together with the Architect of the Capitol and other House offices, jointly provide a foundation of services to facilitate the work activities of the House, its Members and supporting Staff. The CAO provides operations support services and business solutions to the community of approximately 10,000 House Members, Officers and staff. The CAO organization comprises more than 600 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, child care, procurement, logistics, and administrative counsel. The CAO is seeking information from firms with demonstrated capability and experience in enterprise-wide pooling of voice minutes, i.e., the purchasing of blocks of minutes which can then be "shared" across all users of the wireless firm provider who provides cell phone and other wireless device technology. The end result is to effectively manage and control the associated costs with the expectation that this will result in cost savings of the total telecom expenditures. The House uses multiple vendors in providing these services which allows choices for Members, Committees, Leadership, Officers, and other House offices to select a wireless provider who can consolidate and centrally bill the House for services subscribed. Firms responding to this Request for Information need to supply service offerings for enterprise-wide wireless plans identifying areas offered with associated cost(s) and terms and conditions for high-speed data services, network coverage, voice access charges, data plans, add-on features, overages, roaming and international long distance, broadband access cards, standby plans, etc. Costs as well as terms and condition should be provided for unlimited data and text messaging for thresholds of proposed monthly pooled voice minutes (e.g., 500,000 voice minutes, 750,000 voice minutes, etc.); international data, messaging, and voice charges; and availability and cost of wireless and Smartphone devices such as RIM BlackBerry products, I-pads, Android devices, I-phones and others. Wireless and Smartphone devices should be annotated with those approved by General Services Administration (GSA) and listed with their applicable GSA schedule number and citing their established Service Level Agreement (SLA), and fulfillment processes to include any web based "portal" capabilities. In addition, information should be supplied on the on-going monthly monitoring of wireless account usage, non-usage, and international data overages; fraud overages and call detail; billing for the wireless telephone numbers on a consolidated format with CAO House Information Resources (HIR) Expense Management System; and the ability of the vendor to port in for activation and port out for disconnects.
