- The Contracting Department, Fleet and Industrial Supply Center (FISC), Norfolk, VA, 23511-3392 intends to purchase on a sole source basis, mail metering software and hardware solutions for the mail facility located at Naval Supporting Activity Millington, TN. The contractor is Pitney Bowes, Inc. 1 Elmcroft Rd Stamford, CT. The proposed contract action will be a Firm Fixed Price and will utilize procedures under FAR Part 13, Simplified Acquisition Procedures. The Government intends to solicit and negotiate with only one source. The basis for the use of other than full and open competition is that current equipment owned is compatible only with Pitney Bowes brand equipment. The NAICS code applicable to this procurement is 333313. The size standard is 1,000 employees. The anticipated delivery date is 13 July 2011. Interested parties may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all information received within five days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this requirement on a full and open basis based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
