Description
Announcement of Opportunity (RFP) 1410-00007 for Fluorometer / Optical Backscatter, Optical Attenuation and Absorption, and Downwelling Spectral Irradiance Instruments on Fixed Platforms The Consortium for Ocean Leadership, Inc. (hereinafter referred to as "Ocean Leadership"), with funding from the National Science Foundation, is soliciting proposals from qualified organizations interested in providing instruments and related services to support the objective of the Ocean Observatories Initiative (OOI). This RFP solicits three classes of instruments: Instruments for measuring optical backscatter, chlorophyll-a fluorescence, and CDOM fluorescence in seawater (referred to as FLOR instruments); instruments for measuring optical attenuation and absorption (referred to as OPTAA instruments); and instruments for measuring downwelling spectral irradiance (referred to as SPKIR instruments). These instruments were previously advertised via two separate RFPs-RFP 1410-00003 for Fluorometer/Optical Backscatter Instruments on Fixed Platforms, and RFP 1410-00002 for Optical Instruments on Fixed Platforms, and were subsequently cancelled on April 26, 2011. The OOI will construct a networked infrastructure of oceanic sensor systems to measure physical, chemical, geological, and biological variables in the ocean and seafloor. Measurement of the noted optical characteristics is vital to our understanding of many of the crucial scientific questions to which the OOI can provide answers. Ocean Leadership is seeking firms who are interested in submitting proposals for the FLOR, OPTAA, and /or SPKIR instruments. The selected firm(s) will provide approximately 64 FLOR instruments across 5 different series, approximately 51 OPTAA instruments across 4 different series, and approximately 27 SPKIR instruments across 2 different series for deployment on fixed platforms at OOI arrays. For FLOR instruments, Ocean Leadership may issue a single award combining all five (5) CLINs or up to five single-CLIN awards, one for each instrument series. For OPTAA instruments, Ocean Leadership may issue a single award combining all four CLINs or up to four single-CLIN awards, one for each instrument series. For SPKIR instruments, Ocean Leadership may issue a single award for both CLINs combined, or two single-CLIN awards, one for each instrument series. Ocean Leadership will not make more than one award for any one series of Instrument. Ocean Leadership is the only point of contact for this procurement. Potential Offerors who intend to submit a proposal should plan on participating in an online informational Bidders' Conference (via WebEx) to be held on June 17, 2011. The purpose of this Bidders' Conference is to provide an overview of the OOI program and design; the roles of the existing Implementing Organizations; and the high-level requirements of this RFP. Prospective bidders are encouraged to participate but must inform the Ocean Leadership Director of Contracts and Grants of their intent to attend by e-mailing their request to RFP1410-00007@oceanleadership.org by 1:00 PM EDT (10 AM PDT) June 16, 2011. Include the phrase "RFP 1410-00007 Bidders Conference" in the subject line of your email. Instructions on how to participate in this conference through WebEx will be provided upon receipt of this email. PLEASE NOTE: The Bidder's Conference may be attended by RSVP only.
