- This acquisition is for determining the viability to mechanically remove the Internal Cushioning Pad and Seals for the Tomahawk Block IV Composite Capsule Launching System (CCLS) MK 45 Tube Assembly. Naval Air Systems Command intends to procure this sole source from Raytheon Missile Systems, 1151 East Hermans Road, Tucson, Arizona. Raytheon is the sole source manufacturer of the Tomahawk Missile System and the only known source with the requisite knowledge of the Tomahawk Blk IV AUR. The tasks to be completed under Phase I are for the development of a machine and process to mechanically remove the internal cushioning pads and seals from the MK 45 Composite Capsule Launching System (CCLS) tube assembly. Phase I will evaluate commercially available technologies for implementation in a pad removal machine that will enable a reduced remanufacturing cost for the MK 45 tube assembly. The tasks completed under this SOW shall conform to the approved Cost Reduction Initiative (CRI) data requirements and support review by the CRI Affordability and CRI Executive Affordability Boards. The Contractor shall conduct industrial capabilities research in order to determine a viable approach towards implementing into the MK 45 remanufacturing process, a pad and seal removal machine. This task may include sending samples of sections from scrapped Government Furnished Equipment (GFE) capsule barrels to potential companies, conduct company visits, and conduct proof of concept testing at companies. The Contractor shall develop concepts for method(s) of removing the pads and seals from the MK 45 barrel, and conduct testing upon technologies in order to determine the viability to remove the pads while not damaging the MK 45 barrel. The Contractor shall evaluate all proven concepts to determine the best solution, and develop a conceptual design of the chosen concept for further evaluation under a future Phase II program. Note 22 The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Note 26 Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
