- Contract No. F11PC00281TAS 14 5050 SOLE SOURCE JUSTIFICATION for SIMPLIFIED ACQUISITIONS OVER $3,000 AND UP TO $150,000 DESCRIPTION OF THE REQUIREMENTThe Work consists of replacing 6 existing basement windows (each residence) at Residences 1 and 3 (project total of 12 windows.) Work must be coordinated with foundation repair, waterproofing, and insulation/new cladding at exposed above ground locations that will be ongoing at the residences at the same time. The Independent Government Estimate (IGE) estimates the work to cost $17,250 if performed by the contractor to be already mobilized in Izembek for contract F11PC00182. The IGE does not include costs for additional mobilization/demobilization. SUPPORTING INFORMATION The Izembek Basement Window replacement at Residences 1 and 3 details window replacements that must interface with work that will be performed under existing contract F11PC00182. The Contracted SOW calls for a new waterproofing system, new insulation, and a new sheet metal flashing system that covers the new insulation-waterproofing assembly. The windows proposed to be replaced will need to interface with the new flashing assembly. The integrity of the work under contract F11PC00182 might be compromised by windows installed after the foundation work at Residences 1 and 3 is performed. The contractor has currently projected the schedule for the installation of these windows for June 5 - July 3, 2011. If work was performed by 2 different contractors in the same area within overlapping warranty periods, the Government may have difficulty enforcing either warranty if a defect was discovered. Due to the remote nature of the work, the Government anticipates that work performed by a second contractor might add $8,000 to the IGE for mobilization and demobilization costs - a 50% premium to the cost of the work. These costs can be avoided by using the contractor for contract F11PC00182 who will already be mobilized in Izembek at the time of this work. Work performed by 2 different contractors would also add management time for the Government Contracting Officer and Project Manager. EFFORTS TO LOCATE OTHER SOURCESThe government considered opening up the contract to quotes by contractors who bid on the initial contract. Due to the anticipated additional cost, time constraints of the project, and the challenges of coordinating 2 contractors performing work on the same site at the same time, the government believes a sole source acquisition is the most cost effective and time efficient approach for this contract. Due to the substantial duplication of costs and anticipated unacceptable delays in schedule that would result in opening this acquisition for competition, the Contracting Officer has determined it is in the best interest of the Government to award a sole source contract to Heritage General Contracting, as competition will likely not produce a cost advantage.
