- The Bureau of Land Management (BLM), proposes to noncompetitively issue a purchase orderwith Douglas Deur, Ph.D., LLC, (P.O. Box 58, Arch Cape, OR 97102 for the Klamath Falls Resource Area Ethnographic Overview and Synthesis Project. The JOFOC can be viewed at http://www.blm.gov/or/procurement/. This project is to produce one comprehensive source of all known ethnographic material, historic, and modern, for the Klamath Falls Resource Area. The ethnographic study will include a literature survey of known studies, gray literature, and interviews with tribal members. The results of this information will enable the Bureau to effectively apply all known ethnographic resources to its lands, along with maps of ethnographically important areas and names. These documents will allow the BLM to make informed management decisions regarding important areas, and assist in future tribal consultation. Additionally, the result for this study will help BLM be in compliance with its 8100 Manual; section 8110 Identifying and Evaluating Cultural Resources, and section 8120 Tribal Consultation under Cultural Resources. Additionally, much of this information is an important element of the tribal consultation requirements as identified in the National Environmental Policy Act, the National Historic Preservation Act, as amended, and the American Indian Religious Freedom Act, as well as Executive Order 13007 and 13175. Under this contract, the deliverables will include 1) copies of all ethnographic materials (when available and if KFRA:BLM does not yet have), 2) a bibliography of these materials, 3) the identification of traditional areas and names of these places, 4) traditional stories, 5) resource manipulation, religious areas/medicine, 6) traditional plant and food gathering areas, 7) significant people, places, and contacts with other groups (bordering groups and settlers), and 8) maps with location information, including Geographic Information Systems (GIS) layer of data that can be upload to ArcMap). A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
